Under the guidance of the health manager and Chief of Child Survival (head of section) you will be responsible for the planning, implementation, monitoring and evaluation of the Expanded Programme on Immunization Plus (EPI Plus) within the Child Survival sector.
Qualification:
Advanced University degree in Medicine, Public Health, or related technical field.* Five years of progressively responsible professional work experience at the national and international levels in programme management, monitoring and evaluation, in a related field. General knowledge in Child Health and Nutrition issues an added advantage. Practical experience in EPI, including planning and implementation of immunisation activities, integrated outreach activities, integrated immunization campaigns and IMNCI/RED also an advantage. Fluency in English and another UN language required. Knowledge of Malagasy is an asset.
*A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
Key Expected Results:
Designs, prepares, implements, monitors and evaluates EPI Plus projects. Analyzes and evaluates data to ensure achievement of objectives and/or takes corrective action when necessary to meet project objectives. Assists in the development and/or introduction of new approaches, methods and practices in project planning, management and evaluation. Collaborates with national and international partners to ensure availability of quality and potent vaccines in adequate quantities to all parts of the country. Ensures the availability of the cold chain equipment, injection materials and logistics to support the operations of the immunization programme. Assists in developing the supply and logistics component of the Ministry of Health and advises on supply and logistics issues and requirements. Supports the planning and implementation of supplemental immunization activities, the RED approach and integrated outreach activities, including mother and child health weeks, advocacy and social mobilization activities.
Undertakes field visits to monitor Immunization-Plus activities and conducts periodic programme reviews with government counterparts and other partners in the field. Proposes and/or undertakes action on operational procedures affecting project management and implementation. Provides technical advice and assistance to government officials and other partners in the planning, implementation, monitoring and evaluation of Immunization activities. Undertake field visit to regional/ district health offices to monitor and improve the effectiveness of the complete logistics chain.
Develops the Immunization work plan and ensures the achievement of specific assigned objectives.
Assists government authorities to plan and to organize training programmes. Identify training needs and objectives for the purpose of capacity building, programme sustainability, as well as promotion and advocacy.
Meet with national and international agencies covering the management of EPI Plus Projects. Participate in meetings with ministries responsible for Immunization activities and review and follow-up on implementation of recommendations and agreements.
Plays a significant and leading role to support the Ministry of Health in developing proposals, plans and reports for GAVI and ensuring that all requirements and strategic objectives from GAVI are met. Contributes to the preparation of EPI coverage surveys and reviews and other reporting instruments. Coordinates with and/or supervises NOB Immunization officers and EPI regional coordinators.
Prepares the immunization components for the Situation Analysis, Country Programme Recommendation (CPR) and Plans of Action, Country Programme Summary sheet, etc……
Coordinates with the Operations/Supply staff on supply and non-supply assistance activities ensuring proper and timely UNICEF and government accountability. Certifies disbursements of funds, monitors and submits financial status reports to the Sr. Programme Officer or Representative, as required.
Ensures close intersectoral collaboration with other programme colleagues. Assists in the development of appropriate communication and information strategy to support and/or advocate programme development
Prepares programme/project status reports required for management, Board, donors, budget review, programme analysis, annual reports, etc.
Ensures the accurate and timely input of project information in the computerized programme system, and the issuance of status reports for monitoring and evaluation purposes
