Responsibilities:
- Coordinate project partners to ensure high quality, evidence-based program design, implementation, and evaluation according to the project cooperative agreement, technical deliverables and workplans. (Coordinate program implementation).
- Directly manage program design and implementation, maximizing DALY impact, and setting and achieving SMART annual performance objectives. (Impact)
- Ensure consistent use of evidence for program design and decision-making, including evidence-based logframes, logframe-based research briefs, and research/evidence-based DELTA marketing planning and program evaluation. (Evidence-based programming)
- Enforce program technical compliance with local and international guidelines, standards and best practices. (Technical quality and compliance)
- With the Deputy Chief of Party - Operations strengthen links between Program, Research, Communications and Support departments, building cross-functional institutional capacity and ensuring program cost effectiveness and compliance. (Cross-functional capacity building)
- Lead consistent programmatic involvement in research, from brief through dissemination and publication. (Program driven research)
- Lead technical capacity building of subaward partners and of PSI/Ethiopia program staff. (Capacity building)
- Manage Programs Unit staff performance including SMART MBO development, routine feedback, regular supportive supervision, performance appraisals and capacity building. (Performance management)
- Contribute to platform systems and procedures development, improvement and dissemination, ensuring continuous technical and cost improvements. Where possible, transfer strong systems and procedures to subaward partners. (Systems and procedures)
- Lead internal and external program planning and reporting, including joint annual workplanning with subaward partners, implementing partners, donors, and the Government of Ethiopia. (Workplanning and Reporting)
- Represent PSI and Mulu Prevention in technical, programmatic, and coordination meetings with the Government, Donors and Partners. (Representation)
- Contribute to development and implementation of platform strategic plan, participate actively in the platform Senior Management Team, and act as the platform Country Representative when required. (Strategic Leadership)
- Perform any other responsibilities as requested by the Country Representative
Experience:
- Masters degree in relevant field (MBA, MSW, MPH).
- Minimum of 8 years of experience in HIV/AIDS program management, including demonstrated staff management experience
- Broad technical knowledge of and demonstrated experience in evidence-based BCC, community-based programming, and/or combined HIV prevention, ideally in Ethiopia or another country with a mixed epidemic
- Demonstrated experience implementing US Government Agreements and/or Contracts for an INGO
- Technical familiarity with international health, development issues and the international donor community
- Experience in successful program design and technical/cost proposal development, particularly in seeking funds outside of formal donor solicitations
- Ability to work effectively in partnership with a variety of audiences and organizations, including senior government, donor, and implementing partners
- Fluency in spoken and written English and comfort with public speaking; Fluency in Amharic highly desirable
- Knowledge of and experience using Microsoft Office
- Excellent writing, presentation and interpersonal communication skills preferred
Additionally, the successful candidate will have: cross-cultural sensitivity; a capacity building approach to day-to-day work; creativity; ability to work efficiently and quickly under pressure; strong negotiation skills; and the interest to work on a team in a complex political environment. Preference will be given to candidates with relevant working knowledge of the public health sector in Ethiopia.
