The Community and Education Program Manager is responsible for the overall coordination, management and development of the community and education activities of J/P HRO. This includes initiatives led both inside the Petionville Club and Cite Maxo IDP (internally displaced person) camps and outside in the Delmas 32 neighborhood. The Program Manager drafts the department’s strategy with the Director of Programs and operationalizes it on a daily basis through the management of his team in the field. S/he is responsible for managing the budget allocated to the department as well as orientating its structure and staffing.
The Community projects include the operation of a community center, the development of community services as well as income generation and community-driven projects. Activities are comprised of literacy and numeracy classes, youth leadership training, arts and crafts, cultural activities and sports, all of which are operated by Haitian volunteers. The community projects are set to expand quickly in Delmas 32 by the establishment of a new community center in the fall of 2011.
The Education projects encompass the management of Ecole Bel Espoir which educates 260 children from the Petionville Club camp as well as the support of improvements in the quality and access to education in the Delmas 32 area around camp.
Responsibilities:
Undertake planning and strategy development Assess, recognize and prioritize the community needs for programming Set program objectives and targets and guide staff towards meeting them Lead community and education teams and manage potential conflicts Coordinate monitoring and reporting activities for Community and Education Manage budget and expense reports on a monthly basis Support advocacy and resource mobilization for the program, notably by contributing in proposal development efforts Establish and develop links with government and NGOs in the fields of community service, income generation and education Develop strong relationships with community leaders in the Petionville and Cite Maxo camps as well as in the Delmas 32 area Build the capacity of community and education teams through training and on-the-job coaching Lead weekly program management meetings Ensure the application of appropriate education standards as well as best practices in participatory and community-based approaches
Qualifications:
Minimum of 7 years of experience of which 5 years in program management (essential) Experience in community or education activities management (essential) Team management experience (essential) Capacity to work at a senior level with host government, academic institutions, international and local NGOs (essential) Bachelors degree in a related field (essential) Excellent verbal and written communication skills (essential) Fluency in French and English (essential) Experience in the implementation of participatory approaches (strongly desirable) Budget development and monitoring experience (strongly desirable) Master’s degree in a related field (strongly desirable) Work experience in developing countries (strongly desirable) Familiarity with the Haitian context (desirable) Fluency in Creole (desirable)
