Juba, Southern Sudan

OVERALL RESPONSIBILITIES:
MSH is seeking candidates for Chief of Party for the Sudan Health
Transformation Project (SHTP II) in Juba, South Sudan. The Project
includes: 1. Service Delivery and 2. Health Systems Strengthening.
It builds on decentralization of primary health care service to
improve the health status of the Southern Sudanese people. The
project focuses on the following results: expanded access/availability
of high impact services and practices; increased Southern Sudanese
capability to deliver and manage services; and increased knowledge of
and demand for services and healthy practices.
SPECIFIC RESPONSIBILITIES:
As COP, you will supervise all aspects of development, implementation
and evaluation of the SHTP II work plan and budget. Under the overall
supervision of USAID, you will ensure compliance with all aspects of
the SHTP II contract and any amendments that may be signed. You will
supervise all technical activities and monitoring and evaluation,
including achievement of all Performance Monitoring Plan indicators
related to the High Impact Health Programs of the Basic Package of
Health and Nutrition Services. The COP will supervise all aspects of
design, award, implementation, and monitoring of performance based
contracts of all sub-contracting partners in 14 SHTP II supported
counties. You will coordinate all activities with partners, serve as
the primary liaison with the MOH and other international and national
organizations. As the COP, you will: provide direct technical support
to the MOH at Central, State and County levels in analyzing and
establishing policies, guidelines and programs related to the BPHNS;
supervise all capacity building activities designed to ensure that the
MOH of the GORSS can sustain the BPHNS at all levels; and mentor and
develop capacity of South Sudanese staff to assume increasing
responsibility within the SHTP II and the MOH.
QUALIFICATIONS:
Masters degree in public health, or advanced degree in a related field
is required. We seek a candidate with exceptional managerial and
operational experience, preferably in managing complex activities of
similar magnitude and complexity involving coordination with multiple
partners and at least 15 years of experience working with public
health programs in developing and transitioning countries, with a
minimum of 5 years experience in Africa. Experience in South Sudan
preferable along with familiarity with and understanding of USAID
administrative procedures. Fluency in English required, Arabic helpful
but not required.
