Role Purpose:

Work closely with local implementing partners, SC Child protection staff, and members of the Education sector working Group, UNHCR and other UN agencies, to strengthen technical quality of education programme and ensure that the programme goals are achieved. The Education currently aims to provide learning opportunities for out of school Burundi refugee children and their parents in refugee camps in north west The post holder will be required to provide overall field-level technical leadership for the sector, and ensure that SC's vision and overall program goals related to the sector are met. He/She is responsible for contributing to proposal development in line with SC goals and strategic directions. He/She is responsible for providing managerial, technical, and administrative support to partner staff during the implementation of an integrated program. For purposes of ensuring healthy collaboration between SC's response and other actors in refugee education/protection, the officer will actively participate in education-related activities and meetings.

Qualifications and Experience

University Degree in Education, Social Sciences or related technical field.
Two years progressive experience in implementation of Alternative Education programmes, refugee education, non-formal education, Life skills or related field.
Previous experience in working with teacher training programs, vocational training programs or Accelerated Learning Programs (ALP) is desirable.
Previous experience working in Early Childhood Care and Development
Excellent Computing and data management skills.
Ability to adapt and work effectively in remote areas, work in a challenging work environment.
Ability to take personal responsibility for completing tasks to a high standard and to meet
Willingness to work flexibly and professionally in a dynamic and fast-moving
Fluency in English
Fluency in Kirundi
Previous experience working in refugee settings
Familiarity with the Burundi education system

Role Purpose:

The Field office manager will be deployed to manage a regional (Kigoma area) response in the NW of Tanzania, and to provide operational support and direction to the country programme in collaboration with the Emergency Response Program manager and Director of Programme Implementation (DPI). The Field office manager is responsible for identifying needs and resources and elaborating programme recommendations for the emergency response in line with Save the Children national and global priorities. The Field office manager will develop and manage programme(s) and negotiate and network at a regional and national level as determined by the CO SMT based in Dar es Salaam. She/he will ensure that all relevant Save the Children policies and procedures with respect to child safeguarding, safety and security, code of conduct, equal opportunities and other relevant policies are in place. The Field office manager will play a strategic role in the effective scale up and management of Save the Children emergency programmes to increase impact and enable positive change for children.

Qualifications and Experience

Essential

Extensive experience of working within a management role within a complex country programme in an emergency response or fragile state
Previous experience in managing an emergency response program at local level with limited facilities.
Previous experience of managing programme teams in middle-scale first phase emergency response is essential
Education: MA / MSc level (or equivalent field experience)
Management experience of multi-national, multi-sector team.
Experience of managing multi-donor, multi-site programmes (including for example ECHO, DFID and SIDA) of USD 1m+ in a first phase response at regional or country level
Experience of national or local level representation with key stakeholders, and co-ordination with other NGOs/UN
Experience of media representation and advocacy
Experience of M&E and beneficiary accountability systems in complex programmes
Experience of developing and negotiating successful partnerships with local partners and institutional donors
Proven ability to influence change at an operational level
Politically and culturally sensitive with qualities of patience, tact and diplomacy
A high level of written and spoken English
The capacity and willingness to be extremely flexible and accommodating in difficult working circumstances.

Work closely with the staff of our local partner Babawatoto.

CHILD SAFEGUARDING

Level 3.  The responsibilities of this post may require the post holder to have regular contact with children and young people. In the overseas context all posts are considered to be level 3.

As part of these responsibilities the post holder will support the establishment of child safeguarding systems, promote a culture of keeping children safe, and ensure that potential harm to children (by our own staff and/or as a result of how we do our work) is identified and addressed on an ongoing basis.  The post holder should report and respond to interventions as determined by position related responsibilities identified in the Child Safeguarding Policy.

INTRODUCTION

Save the Children International in Tanzania is a full –spectrum country programme and as such equal priority will be given to both humanitarian and development work.  This is the only way we will be able to ensure that some of the fundamental rights that we believe children have, such as survival, safety and constant access to protection and education can be guaranteed. As part of a commitment to work with children through humanitarian interventions Save the Children will support programmes in both sudden onset, such as the current Burundi response situation as well as in   chronic emergency situations.

The purpose of this post is to support the Tanzania Country Office emergency response program in Kasulu and Kibondo districts. Following the large influx of Burundian refugees in Tanzania, Save the Children in Tanzania is currently implementing a multi donor funded Emergency Response program in the area of Education In Emergency (EiE) and Child Protection (CP) in Kasulu district and is considering expanding its intervention in Kibondo district.

ROLE

MAIN RESPONSIBILITIES

Programme Support (typically will be for large/complex emergencies working with limited support):

Assume overall oversight of the Kigoma regional emergency response in collaboration with the Emergency Response Program manager.
Manage multiple grants (across thematic sectors.), ensuring strict compliance of programme activities with Save the Children national and global policies and procedures and with relevant donor regulations and agreements, SPHERE guidelines and the NGO code of conduct.
Support on action plans, and monitoring to ensure an effective emergency response and in flagging needed steps towards a smooth transition to an eventual recovery/phase out status.
Have oversight over the development and management of budgets potentially for multiple sites, several sectors and take leadership on the implementation of programme responses, keeping relevant stakeholders informed and ensuring any corrective actions are taken.
In coordination with the Emergency Response Program manager, Awards manager and DPI ensure the preparation of timely programme and donor reports on project activities in compliance with internal SC requirements and any relevant external donor requirements.
Establish project monitoring plans and systems for identifying and tracking the indicators and develop processes/procedures and forms to support monitoring and inform learning.
Ensure optimal safety and security management procedures and practices are in place for the emergency response programme and continually monitor the safety and security situation, adapting staff safety and security procedures accordingly in collaboration and cooperation with the Country Security Focal Point and DPI.
Oversee effective functioning of logistics systems to procure, store and distribute stock, supplies and services for the timely delivery of project objectives at national level.
Ensure strong accountability to beneficiaries.
With support from the Dar-based Emergency Response Programme Manager, plan, identify and resource appropriate and effective structure & staffing needs for the response (including ensuring, with support from the  Dar based HR manager,  that personnel policies are in accordance with national laws).
Oversee the development & implementation of staff well being (policy) and ensure appropriate staff well-being policy and processes in place.
Capacity Building:

Consider  the need for capacity building plans and performance management systems  to develop the requisite competencies in staff to ensure ongoing sustainability and quality of response.
Coach and mentor staff and partners/ counterparts and link, as needed, to wider organisational talent development mechanisms.
 Representation & Advocacy & Organisational Learning:

Represent Save the Children’s emergency response on local level to donors, local administration, the media and members of the humanitarian community.
Help shape response strategies through influence of /within inter-agency coordination forums, ensuring the specific needs of children are being addressed.
Establish and develop a strong partnership with our Tanzanian local partner Babawatoto.
Undertake high level representation and advocacy with Local Government partners and officials as well as donor representatives. Establish systems for communication with local Government partners, relevant line departments and community representations in the project area(s).
Oversee the implementation of Save the Children policies and procedures with respect to child rights and safeguarding, health and safety, equal opportunities and other relevant policies.

The Field office manager will be based in Kasulu or Kibondo, Kigoma region with travel to Nyarugusu and Nduta camps and with occasional travel for coordination purposes to Dar es Salaam.  She/he will be available to work unusual hours and work in a stressful environment with limited facilities.

Funding source: This position is subject to successful funding.

KEY AREAS OF ACCOUNTABILITY:

Under the direct supervision of the Field Manager/Team Leader:

Programe development and Implementation

With the support and guidance of FM, lead the implementation of Save the Children’s education project activities within the refugee camps through provision of non-formal education programs for out of school children.


Identify critical program gaps and vulnerabilities, and clarify roles, responsibilities and accountabilities to effectively address those gaps
Ensure quality in the programme by building capacity of partner staff and volunteer teachers through trainings, on content such as pedagogical skills, psychosocial support & life skills.
Input into new proposals and support the FM in the finalization of EiE budgets, Logframes and implementation plans
Provide guidance to partner staff on thematic standards and approaches which reflect good practice in emergency education responses to address SC Commitments for Children in Emergencies.
Human Resources

Line management of the education project staff from Implementing Partner
Prepare performance objectives together with program staffs and give the necessary feedback, follow up and support to improve staff performance.  


Monitoring and Reporting

Facilitate the use of appropriate and effective program monitoring systems to enable assessment of both the emergency response process and impact and to ensure delivery of results for children
Liaise with Partner staff to prepare implementation reports, weekly, monthly or other periodical reports for SCI and funding partners
.Reporting  on progress and documentation of best practices


Support in development of communication materials, case studies and advocacy initiatives.


Coordination and Networking

Working closely with the Field Manager/Team Leader, develop partnerships to leverage resources, ensure adequate coverage in the emergency response and participate in joint assessments.
Advocate for, and support, the development of sustainable, child-friendly   and hazard-resistant standards and designs for learning centres, the integration of life skills into both formal and non-formal education, with a particular focus on Disaster Risk Reduction( DRR)
Represent SCI education programme in coordination forums including Education Sector Working Group meetings , working closely to address issues related to strategic planning, responsibilities of sector partners, and joint advocacy.
