CLUSTER MANAGER- NORTHERN 

POSITION DESCRIPTION:

JOB DESCRIPTION

Purpose of the position:
To provide Leadership and manage Technical Programs implemented in a cluster by providing management support in Integration and implementation of Tanzania Empowerment ADP Model (TEAM), by ensuring that allocated programs/project resources are used as per WV Strategy, WV policies, donor standards and procedures to attain the Child Well Being outcomes.
Must develop/ maintain and be a visionary leader, able to impart his/her vision to others and manage change. Must also observe mission and core values of World Vision and demonstrate a quality of spiritual life that is an example to others

Key Roles and Responsibilities:

Ensuring that communities and staff are facilitated to plan, implement, monitor and evaluate the program activities for quality and sustainable development.
Monitoring performance of the Cluster in relation to changes, innovations or new model that is introduced;
In coordination with P&C business partner, provide support to the ADP staff and communities to ensure effective training and exposure visit on empowerment approach is conducted;
Coordinating the proper implementation of development and grants programs/projects as annual operation plans and other planning documents;

Facilitating ADP team to integrate change management in the program implementation processes;
Financial Accountability: Enforcing stewardship and accountability by ensuring that resources are efficiently and effectively utilized within the program/project for the intended purpose;
Ensuring proper utilization of program funds as per Area Plans (AP);
Closely monitoring the ADP’s budget as per agreed Area Plans;
Ensuring that there is value for money for every activity done;
Adhering with internal control and ensure all staff complies with financial internal control;
Facilitating biblical world view and translate it into community mind set for change of dependency syndrome;
Empowering community to change the mind set towards development;
Facilitating the community to own their developments without depending on donor support or handouts;
Building confidence among the community to realize available resources that can be used to change their lives;
Facilitating community to connect the biblical thinking with the holistic development;
Building confidence among communities that they are potential and they have the capacity and ability to change their lives;
Empowering the community to see the bigger picture of their lives;
Facilitating innovation and creative mind in initiating multiple economic projects at household level;
Working with community to identify economic potentials available within the community and how to utilize them;
Creatively preparing Grant and PNS proposals that relate to rural livelihood to provide sustainable economic development platform for achieving CWBO;
Translating the available economic potentials to improve household income within the cluster;
Working with the community to address the challenges which can turn into great opportunities;
Promoting and come up with new innovation and simple technologies that will address some of the challenges;
Connecting value chain producer groups with markets within the cluster;
Ensuring integration and implementation of transition plans, disaster preparedness plans and development of local institutions (CPGs, CBO, SGs/VICOBA, CCC, FBOs, etc) for sustainable development;
Ensuring that sponsorship and child protection standards are adhered to and they are adequately integrated into programming for community transformation;
Building capacity of community, frontline staff and sponsorship staff on child protection;
Empowering all the frontline staff to integrate child protection in their project implementation;
Networking:
Facilitating networking relationships and participation with wide stakeholders such as government, church, faith based organization leaders and other key partners at local and international level;
Enhancing WVT/VFT and GAFCO integration for profitable agriculture, livestock production and enterprise development (high value agriculture crops and livestock breeds);
Team performance:
Facilitating team building motivate and maintain strong relationships, be passionate for the poor, making an impact, and bear witness to Gods Kingdom within the cluster;
Providing spiritual support to staff of the Project and reinforce the Core Values to enable understanding of WV operations and culture;
Coordinating and facilitating performance management and ensure there is performance culture among the Cluster staff;
Implementing TEAM communication strategy to partners including the communities, government, NGOs, FBOs, Support Office and others;
Providing technical support in capacity building of frontline staff in development of key programming areas specifically in new WVT initiatives (TEAM approach);
Programming standards:
Facilitating assessments, design/ redesign of Technical Program (TP) measurements, and evaluation exercises for quality assurance;
Facilitating program design/redesign (TP) to focus on TEAM approach;
Facilitating Technical program on basis of the technical approaches for implementation within the cluster;
Facilitating review, assessment and evaluation of Team Program at Cluster level and provide effective feedback to NO regards to the implementation of the recommendations from the studies;
Ensuring quality and timely monthly, quarterly, bi –annual and annual projects/programs narrative together with annual budget, Area Plans and facilitate program/project monthly funding and review financial reports; and
Ensuring that both Evaluation and Audit (Finance and Operations) recommendations are timely responded to, fully implemented and progress is reported quarterly.
Qualifications: Education/Knowledge/Technical Skills and Experience

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

Minimum Qualification required: Master Degree in Economics, Agriculture, Health & Nutrition, Education or other related Social Science field
Experience: 5 - 7 years in program/project leadership at Managerial level
Preferred: Preferred: Experience in WV programming in one or all the Technical Programs
Technical Skills & Abilities:
Computer skills.
Demonstrated ability in supervision
Able to contextualize development models in an innovative way
Have a ‘can do’ mindset and ability to work with a team to figure out the ‘how’
Be empowerment focused as opposed to service delivery.
Able to engage religious leaders of all faiths by mobilizing them to promote holistic development.
Management information system skills
Program/project management skills
Skills in report writing and project designs Basic knowledge on human resources management
Ability to manage crisis and work related disturbances.
Experience in working with donor funds, sponsorship operations and grants funding.
Working knowledge of disaster management, emergency preparedness, monitoring and evaluation, sphere standards are added advantage.
Good planning and organizational skills
Ability to maintain effective working relationships with all levels of staff and other stakeholders
Other Competencies/Attributes:

Must be a committed Christian, able to stand above denominational diversities.
Perform other duties as required.
Working Environment / Conditions:

Travel: 10% Domestic/international travel is required.

POSITION DESCRIPTION:

JOB DESCRIPTION

Purpose of the position:
The purpose of the position is to provide Administrative and Logistical support to the Finance Division Director and staff.
Key roles and responsibilities:

Administrative Roles:

Managing the day to day operational and administrative activities of Finance Division by organizing flow of documents, prioritizing incoming requests, maintaining Finance Director’s Calendar, paperwork and control system and following up to ensure timely responses;
Handling of correspondence i.e. incoming and outgoing letters, scanning of financial documents for external correspondence to Auditors, Regional office, Partnership office, Banks and support offices like monthly Funding Requests, Funding confirmations;
Handling any Changes to bank account signatories and all Bank Accounts should have updated signatories and Signature control list is in place; and ensure banking correspondences are done in a timely manner;
Maintaining an in depth knowledge of Finance Division operations, responding and/or re-routing general request for information, electronic communication and facilitation, liaison with Finance staff form ADPs/Zones and guests from other organization;
Making necessary arrangements for Finance Division meetings, workshops and conferences, collating agenda items from team, booking appropriate venues and distributing background, organizing meetings, Coordinating monthly virtual or Skype meetings with Field Finance teams at Zonal/cluster level;

Organizing documents and Reports for Approval by other departments/ND eg Monthly FFR and Cheques;
Following up on actions required by the Finance Division, Filling of documents and maintaining relevant files for audit, ease of access and future reference;
Coordinating administrative and logistical arrangements for Finance Division Director and staff visitors by providing timely information for hotel accommodations, airport pick-ups, local field travels and international travel in liaison with travel agents or support services division;
Demonstrating flexibility in understanding special assignments eg External and Internal Audits, obtaining , compiling and extracting from files, reports, vouchers and other sources as directed by Finance Director/managers;
Financial Management Roles:
Handling the petty cash for the office and ensure the petty cash requests are within approval ceiling limit; the amount requested are in agreement with supporting documents and ensure replenishment is done timely;
Ensure petty cash vouchers and other payments are properly and accurately coded per WVI CoA before posting;
Ensure all received cash/funds are receipted and deposited;
Receive and monitor/track the movements of invoices for payment;
Occasionally: Support the disbursement desk with payment for distribution invoices ( such as Air tell bills, fuel bills etc), monthly Project Funding disbursement and forex management whenever need arise and ensure the organization receives a desired foreign exchange rate;
General Financial Management:
Ensure you model customer service and promptly respond to all customers inquiries;
Exercise professional ethics and code of conduct in doing your work ( ie right attitude towards your assignments, high rate of integrity, confidentiality etc);
Maintain a high level of accuracy and quality product whenever doing your work;
Exercise timeliness in responding to all inquiries/task assigned;

Qualifications:

Education/Knowledge/Technical Skills and Experience
The following may be acquired through a combination of formal or self-education, prior experience or on the job training;
Education level required: Minimum of Bachelor’s degree in Business Administration;
Strong Organization skills and ability to work under pressure;
Formal secretarial training and /or proficiency in computer software like Ms excel, power point etc. will be an added advantage;
Commitment to accuracy and attention to detail and a good command of English;
Experience: 3 -5 years of experience in providing support to a busy Finance , Administrative Division with many staff including virtual teams and executive assistant to senior staff;
Excellent typing skills, written and verbal communication, proven interpersonal and customer service skills.

Other competencies/Attributes:
Computer literate (Ms Word and excel).
Working Environment/Conditions:
Work environment – Office based with occasional travel to the field.

Provide technical support in establishment and maintenance of an efficient security structures and protocols (like security focal points and security phone call tree).

Timely preparation and submission of incidence report to Regional Security Director and through FST.

Build capacity to staff on security issues.

Networking with local security team from agencies and government.

Other Competencies/ Attributes:

Must be committed Christian, able to stand above denominational diversities.
