Senior Deputy Camp Manager

Danish Refugee Council (DRC) is an international non-governmental organization which provides assistance and promotes durable solutions for refugees and internally displaced people, on the basis of humanitarian principles and human rights.
Danish Refugee Council is a humanitarian actor in Tanzania. As part of the Burundian Refugee Response in Tanzania, DRC implement in the sectors of camp management, community services, protection, livelihoods and shelter/ small infrastructure.
In order to fulfill DRCs staffing needs for operations in Tanzania, DRC is looking to recruit two highly qualified and experienced Senior Deputy Camp Managers based in Nduta or Mtendeli camp.
The Deputy Camp Manager, under the management and direct supervision of the Camp Manager, and in close collaboration with DRC Camp management team and others DRC departments, as well as with the camp-based government coordination bodies and stakeholders, will be responsible for overseen camp management activities in the camp.
Tasks and responsibilities of the position
Management :
  • Direct line manager of the Emergency Services Officer, Camp Management Officer and Site Maintenance Officer
  • In close collaboration with the Camp Manager, responsible for the supervision and management of all camp staff and DRC activities in the refugee camp, including Camp development, shelter plot allocation, distribution, coordination and information sharing.
  • Coordinate, Monitor and support the coordination of services and assistance in the camp
  • Ensure that adequate staffing is in place for the camp management activities according to the budget. Ensure that all staff are trained on the skills and values required.
  • Prepare capacity development plans and implement the same for DRC national staffs and DRC Senior Incentive workers.
Admin, Finance and Logistic :
  • Plan, monitor financial commitments and expenditures against budgets
  • Ensure that the organization’s financial, logistics, security and human resources policies and procedures are fully implemented in relation to all camp management staff and activities.
Program implementation :
  • Identify gaps in service provision to refugees, proactively referring issues to relevant forums, and advocating with the government authorities or humanitarian partners for additional support
  • Monitor and coordinate all activities of humanitarian partners in the camp to avoid duplication and identify gaps, whilst ensuring that protection considerations are mainstreamed across all sectors;
  • Coordinate with Community Services on maintaining and developing governance and community participation mechanisms in the camp, ensuring that the voices of men, women, boys, girls and groups with specific needs are heard and represented;
  • Work in close collaboration with refugee stakeholders (Community Leaders, Elders, Representative Committees…) to ensure a wide acceptance of camp management activities in particular and facilitate dispute resolutions regarding the provision of humanitarian services in general.
  • Seek to ensure that the camp population participates in decision making processes and that camp coordination forums are representative and inclusive of refugees;
  • Coordinate with Shelter team to ensure that shelters and communal facilities are provided for refugees in line with applicable standards, and that the infrastructure is maintained/upgraded as per needs and donor guidelines;
  • Oversee and ensure that NFI distributions and other CCCM activities are conducted in an accessible and accountable manner;
  • Adapt camp activities, as applicable, in close coordination with the Camp Manager, if/as the context changes. In particular, the Deputy Camp Manager must be able to scale up camp activities in the case of a large refugee influx;
  • Ensure Camp management implementation is compliant with the Core Humanitarian Standards and the DRC Code of Conduct;
  • To monitor (with MHA personnel concerned and the Camp Security Management Committee’s) the safety security situation in the camps with a specific focus on potential impact of insecurity in the camp on staff security, humanitarian access and accountability and programme delivery.
  • Any other duties to support camp management activities assigned by supervisor.
Program Development:
  • Identify gaps with a view to generating ideas for future projects with strong beneficiary impact;
  • Participate in Developing concept notes and/or proposals and budgets in close cooperation with the Camp Manager
  • Contribute to the strategic direction of the country operation through participation in strategy planning meetings and developing strategic documents.
  • To maintain the emergency response capacity for DRC in the emergency service programming (primarily Hot Meals and CRI’s) and ensure the deployment capacity of the emergency services team in case of influx or a time sensate response for camp opening
  • Co-chair weekly camp coordination meetings as well as meetings with refugee leadership committees;
  • Facilitate/chair other coordination meetings related to the camp, in consultation with the Camp Manager
  • Write daily and weekly reports and assist in writing monthly reports as required by the camp manager;
  • Ensure daily verbal feedback on urgent issues reported.
  • Contribute to donor reporting with the Camp Manager, Grants and Reporting Officer
  • Minimum 5 years relevant work experience in a leadership position;
  • Minimum 2 years professional work experiences in camp management or community mobilization or distributions in a leadership position in humanitarian work.
  • Solid understanding of refugee camp dynamics
  • Excellent team management skills
  • Excellent Analytical and communication skills
  • Proven ability to manage multi-disciplinary programs, coordinate logistics, and manage a large and diverse staff group.
  • Strong interpersonal skills and demonstrated ability to establish effective working relations with stakeholders;
  • Ability to work under pressure, with minimal supervision
  • Comfortable in working in remote field locations and flexible in working hours
  • Comfortable in a multi-cultural environment, flexible and able to handle pressure well ability to engage with community members in an open manner, maintain confidentiality and respect;
  • Computer literacy (Microsoft Word and Excel);
  • Ability to communicate in and write reports in English;
  • Language ability in Kirundi and or French considered an advantage.
Availability: As soon as possible
Duty Station: Kibondo and Kakonko Districts ( Nduta and Mtendeli Camps ) Tanzania
Contract: 4 months with possibility for extension based on performance and availability of funds.. Salary and conditions in accordance with Danish Refugee Council’s Terms of Employment for National Staff in Tanzania and based on UNHCR Tanzania Salary Scale for IP National Staff.
Commitments: DRC has a Humanitarian Accountability Framework, outlining its global accountability commitments. All staff are required to contribute to the achievement of this framework. **
