Action Aid is among the leading anti-poverty agencies working directly with poor and excluded people and their agencies as well as development partners in Tanzania. We have over 17 years of demonstrated experience in the development sector in the country. Job Title: Head of Human Resources, Organizational Development & Support Services
Work Station: Dar es Salaam, Head Office with travels to the field and internationally as required.

Job Role:
The Head of Human Resources, Organizational Development and Support Services (HROD & SS) ensures the implementation of human resource policies, procedures and systems which are aligned to the country programs' strategic plan; and ensures adherence to the HR good practices of ActionAid international's (AAI} Global HROD framework and compliance with all local labour laws and other statutory requirements in Tanzania.
The position holder is a member of senior management team and is expected to ensure organizational efficiency and effectiveness through participation in decision making, advising the management on HROD & SS activities and implementation of decisions made by management.
Key Responsibilities
Be involved and support in the development of country programme strategies; initiate, catalyse and manage desired organizational learning, change and transformation required to ensure harmony and operational efficiency.
Formulate and implement HROD policies, procedures, systems and plans that are aligned to country strategy paper (CSP) priorities.
Initiate and facilitate culture building processes; lead periodic HROD and strategy reviews; lead strategic staff performance review and management processes
Develop Lead staff resourcing, recruitment, selection and induction processes.
Develop and lead HR development strategies and initiatives of the organization and implement HR resource plans and forecasts aligned to CSP plans and priorities.
Lead the strategic and annual plan and budgeting processes for HROD & SS unit.
Provide strategic HROD support to ActionAid Tanzania team, play a pivotal role in the joint leadership of the country program's overall engagements.
Develop, implement and interpret Human Resource, administration, procurement, information technology, logistics and front desk office, operations, strategies and policies that are consistent with Tanzania labour laws and AAl's Global HROD framework .
. Develop and implement effective and efficient organizational structures that support achievement of the CSP and AA Tanzania decision making, authority and accountability approaches,
Implement global and local ActionAid HR initiatives designed to improve •gender equality within HROD systems;
Assume Line Management responsibility for unit staff .;
Participate in Board and committee meetings and provide necessary support and information.
Qualification and Experience
An MBA or a master's degree in Organization development/Human Resource Management/Strategic Management or its equivalent from a
recognized University
Ten (1O) years working experience within a human resource management and organizational development function of an International
Non-Governmental Organization or a large institution.
Five (5} years must have been at senior management level;
Experience in developing, implementing and monitoring the compliance of HR systems, policies and procedures.
Experience of working in multi-cultural environment
• Good knowledge of Tanzania Labour laws and employee relations systems ; an
Proven experience in leading, supporting and motivating staff teams
