DATA MANAGER (1 post) Job Location: Dar es Salaam Job Description OVERALL JOB FUNCTION; To design, develop and update databases and implement high-standard data management systems including data analysis; build staff capacity of ICAP and stakeholders at Central office, Regional offices and health facility levels including RHMTs and CHMTs. Position directly reports to: Assistant Director Monitoring & Evaluation Duties & Responsibilities: • Lead in design, update and maintain central and regional databases • Lead in aggregating databases • Adapt and implement ICAP database in collaboration with regional data managers including: Design and develop data models and database architecture; Construct, install and test the database system; Write manuals and explain database’s function; Consult with others to assess the database system performance and make modifications as required • Modify existing databases and find faults, as user needs change • Coordinate and support development of other databases and build capacity of regional data managers, as needed • Train and supervise M&E teams in new database systems to ensuretimely data entry, cleaning on a routine basis, generation of data queries and routine progress reports • Participate on timely reporting of quality national quarterly and OGAC semi-annual and annual reports on all supported program areas • Develop and respond to queries related to data analysis • To help develop or refine M&E materials including patient tracking tools, medication tracking forms, program indicators and data management systems • Coordinate and ensure use ofiracking tools on monthly basis • Provide technical assistance to ICAP-TZ supported health care facilities including review of performance and quality of service delivery, assessment of M&E strategies, implementation and evaluation of patient tracking and data management systems • Provide technical support in the process of data quality assurances (DQA, Data Audit) and data cleaning, ensuring that data generated is of high quality • At central level to give technical support in the processes of data cleaning, data summarization, and analyses • Support data transfers to donors and MOHSW-NACP • Update ICAP-TZ master slide sets, master narrative excel sheet • In collaboration with the Regional Data Managers Train and supervise Facility Data Clerks to ensure timely data entry, cleaning on a routine basis, generation of data queriçs and routine progress reports • To perform other duties as assigned Experience, Skills & Minimum Required Qualifications • A degree in IT or Computer Science or Health Information Systems • Strong capability in database development and management using MS Access, MySQL and statistical analysis programs packages e.g. stata. Position directly reports to: ICAP/Tanzania THIS Project Director Duties and Responsibilities • Collaborate with the lCAPlfanzania THIS Project Director and Project Coordinator, as well as the CAP/NY Technical Specialist, to build and maintain a comprehensive checklist of all survey-related activities and deliverables. • Act as point of contact between ICAP/Tanzania and CAP/NY to communicate regular status reports regarding all survey-related activities and delivdrables. • Advise survey staff and survey partners regarding logistical and operational best practices for survey implementation. • Assist the CAP/Tanzania THIS Project Director and Project Coordinator with coordination and communication of survey activities in collaboration with CDCfranzania, Steering Committee, Technical Working Group, National Bureau of Statistics (NBS), Office of the Chief Government Statistician (OGCS, Zanzibar), National Health Laboratory Quality Assurance and Training Centre (NHLQATC), and other survey partners. – Perform other related duties as directed. Experience, Skills & Minimum Required Qualifications • Master degree (or equivalent) in demography, public health, or related health or medical discipline. • Approximately eight (8) years of experience in the management of large-scale international health or development projects, with proven capacity in managing and supervising a diverse team of technical and support staff. Approximately four (4) years of experience in managing or implementing population-based surveys and data collection in developing countries. • Demonstrated experience working within CDC or similar regulations and procedures. • Proven experience in establishing working relationships and collaborating with USG, other bilateral, and/or multilateral donor agencies, and with host-country governments.
