Country Operations Manager

Raleigh International is looking to appoint an exceptional candidate for the role of Country Operations Manager in Tanzania. This role is responsible to the Director of Operations and its overall purpose is to work within a Country Management team who represent and deliver Raleigh International’s interests in country. Raleigh’s aim is to develop a number of long-term country programmes that deliver sustainable development through young people. The Country Operations Manager will ensure that all programmes (with particular focus on the ICS programme) are delivered safely, ensure Raleigh’s operational policies and procedures are implemented and reviewed, and provide ongoing support to volunteers.
Programmes • Deliver all country strategy programmes within the spirit of Raleigh’s mission, vision, ethos and values maximising the development opportunities and experience for all volunteer staff and participants • Ensure project delivery meets agreed standards and any contractual obligations, whether they be with individuals, Institutional Donors, partner NGOs or Corporates • Lead operational project planning, reporting and management under the guidance of the Deputy Country Director • Maintain day to day delivery relationships with partner NGOs and other stakeholders to ensure the operational delivery of projects and individual team placement • Support the Programme Manager in local partner management and strategic planning including the development of local partners planning tools and their revision • Support the Programme Manager in M&E planning, data gathering and report writing and revisions • Manage the recruitment, selection and pre and post training for the National Volunteers so they have an equitable contribution and outcomes to the International Volunteers • Lead organisation of training and contribute to delivery of training for volunteers and volunteer managers as required • Manage and support volunteers and volunteer managers in development of team plans and reporting against them • Contribute to planning and delivery of other organisational activities and events when applicable in support of the organisations aims • In conjunction with the Deputy Country Director and peers; be responsible for strategic decision-making relating to all Raleigh programmes Safety • Ensure that safety standards are maintained and Raleigh’s safety culture is communicated effectively to all staff and participants in line with organisational policy • Ensure that optimum back-up is planned and provided for evacuation and medical support to project sites in line with policy and best practice • Ensure the quality of all safety systems, with emphasis on project level risk assessments and casualty evacuation plans in line with policy • Crisis Management - coordinate and control day to day management of the plan and response to incidents
Staff: Employed and Voluntary • Line manage staff, as per organisation chart, to ensure that they perform their roles, therefore contributing to high quality and effective delivery • Take lead in managing and supporting the volunteer staff so that they can achieve Raleigh’s aims. This will include team-building, briefing, providing advice and guidance, and giving practical and moral support and supervision • Take lead on planning, organisation and delivery of relevant aspects of volunteer staff training
Administration • Contribute to and ensure effective, timely and efficient communications with Head Office • Supervise and quality-assure all administration and record keeping • Field Base (not in all locations) • Daily management of Field Base activities • Maintenance and development of the Field base facilities and resources
Logistics • Supervise and control the maintenance of Raleigh’s resources and equipment • Manage the vehicle fleet and transport arrangements (not in all countries) • Train all nominated drivers (not in all countries) • Lead on daily communication with volunteer teams
Finance • Contribute towards the day to day financial management of the country and all programme budgets by supporting staff and volunteer managers/team leaders to ensure transparency, accuracy and timelines are kept, working within agreed expenditure limits
Communications • Take responsibility, if appropriate as determined by local role structure, for overseeing content and regular updating of the local country blog with support from Head Office. • Provide support to deliver the Country Communications Plan.
Represent the Deputy Country Director and other Management team members as and when required
Person Specification (Skills and Experience)
• Fluent English (written and spoken) • Strong people management skills and experience of managing groups of between 40 to 120 staff/volunteers • Strong project planning skills and a proven track record of project delivery • A good understanding and experience of international development, environmental and sustainable development issues and the ability to enthuse others on the issues and contribute to strategic planning • Proven ability to deliver high quality training and experiential learning in an effective and safe way for youth and adult audiences using a variety of media and styles to maximise learning and outcomes • Experience of working with and motivating volunteers from different backgrounds, nationalities and ages • Experience of working in a different culture from that of your home nation • Experience of working with and developing young people • People focused with excellent communication, facilitation and diplomatic skills, with the ability to lead by example, demand excellence and adapt their leadership style to the situation • Ability to motivate and support staff to achieve success consistently • Have high levels of integrity and sound judgement • Be a strong and flexible team player • The ability to deal with conflict and overcome challenges • Excellent planning and organisational skills with the ability to prioritise and organise a heavy workload, work autonomously on own initiative both reactively and pro-actively • Clean full driving licence • Excellent interpersonal and communication skills; both written and verbal • Ability to work collaboratively with volunteers and peers and under the direction of the Director of Operations • Good IT literacy (Microsoft Office suite and databases)
