The East African Community (EAC) is a regional intergovernmental organization comprising the Republic of Burundi, the Republic of Kenya, the Republic of Rwanda, the United Republic of Tanzania, and the Republic of Uganda with its headquarters in Arusha, Tanzania.
The EAC mission is to widen and deepen economic, political, social and cultural integration to improve the quality of life of the people of East Africa through increased competitiveness, value added production, trade and investments.
Applications are invited from highly motivated and result-driven professionals who are citizens of East African Community Partner States (Burundi, Kenya, Rwanda, Tanzania and Uganda) to apply for the following positions tenable at the East African Legislative Assembly, in accordance with the availability of Quota Points per Partner State.

Job reports to: The Clerk
Job Purpose:
To provide technical support to staff and members of the East African Legislative Assembly in the areas of research, documentation and dissemination of information.
Duties and Responsibilities:
- Support the Legislative Assembly to establish effective research, documentation and information dissemination system;
- Ensure on going experiences and research finding are well documented and disseminated;
- Support staff and members to build in house research capacity;
- Research and write papers on varied subjects for the use of the Committees of the Assembly;
- Organize and catalogue the work and output of the Assembly;
- Develop research linkages with other parliaments both regional and International and other relevant institutions and Organizations;
- Servicing standing Committees as when necessary;
- Coordinate development and implementation of the Assembly’s research agenda that fosters a regional vision;
- Perform any other duties as may be assigned by Management.
Qualifications and Experience:
- A Masters Degree in Public Administration, Economics, Law, Social Sciences or equivalent qualification from a recognized University.
- 8 years of relevant experience with at least 5 years as a Social Researcher.
- Specialized training in Parliamentary procedures and knowledge of operations of Parliament will be an added advantage.
Skills and Competencies:
Good knowledge of Parliamentary Procedures, Research Skills, basic knowledge of East African Community and Parliamentary practices, Report Writing Skills, up-to date knowledge of current affairs; Administrative Skills, Management Skills, Drafting Skills, Analytical Skills, Interpersonal Skills, Negotiating Skills, Networking Skills, Diplomacy, Computer Skills.
Education Qualifications and Relevant Working Experience:
Education Qualifications:
All candidates applying must have qualifications that are recognized by the relevant national accreditation body in their respective countries. This condition is applicable for locally and internationally attained qualifications.
All professions that require registration with the specific professional bodies will be expected to do so in compliance with the requirements of their respective Partner States.
Relevant Working Experience:
Internship, training, apprenticeship and clerkship will not be considered as relevant work experience.
Eligibility:
Considering the current status of quota points per Partner State under East African Legislative Assembly, only Applicants from the Republics of Burundi, Kenya, and the United Republic of Tanzania are eligible to apply.
Terms and Conditions of Service:
This position is tenable for a contract of five (5) years renewable once and is subject to the application of the EAC Quota System.
