Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. Context:
Under the direct supervision of the Chief of Mission (CoM) in Dar es Salaam, Tanzania and the technical supervision of the Regional Health Assessment Programme Coordinator for Sub-Saharan Africa, the successful candidate will be responsible for the coordination, management, and implementation of the United States Refugee Admissions Programme (USRAP) and other activities related to migration health assessments in Tanzania.
Core Functions / Responsibilities:
  1. Establish/expand a health assessment site in Kigoma (Makere) and organize, oversee, and implement USRAP-related health activities performed at the IOM Migration Health Assessment Centre (MHAC) in Kigoma (Makere) and elsewhere in Tanzania.
  2. Arrange and organize migration health assessments (MHAs) within HAP of other donor countries, according to their respective technical requirements. Supervise and standardize all aspects of the programme including but not limited to fraud prevention, applicant registration, quality radiological services, tuberculosis (TB) investigation, and referral for treatment and
submission of completed files.
  1. Establish and maintain quality control/quality assurance procedures which include but are not limited to reviewing chest x-ray films and reports, TB laboratory reports, TB treatment records, and liaising with service providers (radiology unit, TB laboratory) on a regular basis.
  2. Liaise with external service providers. Supervise the activities of collaborating hospitals, laboratories, and other medical facilities ensuring optimal performance and quality control.
  3. Train IOM migration health staff on all relevant technical instructions on migration health assessments and pre-departure medical screening and treatments for countries other than the USA, such as Canada, Australia, and New Zealand.
  4. Arrange other migration health services, as needed, such as pre-departure medical screening and treatment for refugees departing Kigoma and Makere.
  5. Assist in the implementation of and adherence to IOM Standard Operating Procedures for quality assurance and control and the adequate reporting of incidents in the established Global Incident Reporting System.
  6. Conceptualize, develop, and implement appropriate public health interventions that may benefit the resettlement process (e.g. surveillance, prevention, and health education of the refugees).
  7. Supervise and support clinical and non-clinical IOM MHAs staff to ensure continuous provision of quality migration health services.
  8. Conduct performance appraisal of both clinical and non-clinical IOM MHA staff using the IOM Staff Evaluation System and actively identify and promote training needs of the staff.
  9. Contribute to regional migration health-related programme analyses and presentations by providing inputs on activities, achievements, new projects, problems encountered and pertinent developments in the MHA sector.
  10. Monitor the HAP financial performance in country operation and propose corrective measures in coordination with the mission’s Resource Management Officer, Chief of Mission, and the Regional Migration Health Assessment Coordinator.
  11. Reinforce partnerships in the Migration Health (MH) sector with Ministry of Health, health institutions and academia, as well as other relevant leading agencies. Where relevant, partnerships should incorporate multi-sectorial approaches, as well as capitalize on IOM strengths across all service areas within the overall framework of IOM’s 12-point Strategy adopted by IOM Members States (June 2007).
  12. Represent the Organization and promote the health of migrants, IOM health assessment programme activities, and IOM’s Regional Strategy in meetings, workshops, international conferences. As required write reports, presentations, and background documents.
  13. Facilitate the integration of health assessment activities into the overall migration related programming of the Mission, where appropriate, through close collaboration with the various departments and units at the field level. Advise IOM colleagues on the link between the Health Assessment Programme with the two other core MHD programme areas - Health Promotion and Assistance to Migrants, and Migration Health Assistance to Crisis-Affected Populations.
  14. Identify opportunities for expanding migration health activities and programmes, including but not limited to informing embassies and consulates of IOM’s migration health work and lobby for IOM MHACs becoming panel sites for MHA, responding to announcements for call of proposals by drafting project concept notes and/or proposals and liaising with UN agencies and Ministry of Health to identify project development opportunities.
  15. Maintain confidentiality and security of migration health data and prevent fraud throughout the health assessment process.
  16. Assure periodic and ad-hoc reporting to MHD on MH activities. Organize the collection, processing, and analyses of migration health data and ensure a systematic approach in data handling.
  17. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• University degree in Medicine from an accredited academic institution with at least nine years of professional experience; or • University degree in Medicine from an accredited academic institution plus Master’s Degree in Pulmonology, Internal Medicine (including different sub-specialties of internal medicine group), Paediatrics, Emergency Medicine, Infectious Diseases, Public Health or other related fields from an accredited academic institution with seven years of relevant professional experience.
Experience
• Working experience in the domain of health, four years of which is continuous clinical experience (either in clinical setups or immigration/resettlement medical examinations or health assessments) is required; • Experience in performing team management/supervisory roles, preferably within the immigration/resettlement medical examinations, is required; • Demonstrated experience in managing health assessment programmes of significance, resources and personnel within migration health, or public health projects; • Progressive work experience in TB programmes, communicable disease control programmes among refugees and migrants in an international organization, UN agency, or hospital; • Knowledge and experience with the health segment of Unites States Refugees Admission Programme (USARP) is mandatory; • Health sector working experience in (Africa, Asia, etc. as applicable), especially in remote settings is an advantage; • Experience in managing and implementing medical evacuations and escorts is an advantage; • Experience in liaising with resettlement partners, international organizations, and health services providers is an advantage.
Languages
Fluency in English is required.
