Technical Advisor for Capacity Development

Location: At the premises of one of our partners in Tanzania (likely: Dar as Salaam) with regular, extensive in-country travel including Zanzibar, and possibly to other countries in the East African region (e.g. Uganda)
Reports to: General Manager ALRA / Counter-part at ALRA’s Tanzanian partner
Liaises with: (Faith-based) health institutions (hospitals, health centers etc.), national health programs (TB, Leprosy, NTDs, others); EC delegations, policy makers in the health sector, donor organizations, others.
Contract date: possible start date 01.07.2016 or earlier. Contract is limited for 2 year. However, a second 2-year-term might be possible. A long-term working relationship beyond 2018 is foreseeable, exploring different modalities (see below under “Remuneration”)

Founded in 1958, the Aussätzigen-Hilfswerk Österreich (Austrian Leprosy Relief Association, ALRA) works towards elimination of leprosy as part of the struggle to overcome neglected tropical diseases (NTDs), and as part of joint efforts to strengthen health systems and to end poverty. Our goal: We strive for inclusion of those affected by ostracizing diseases of poverty. We seek to overcome charity, following a rights-based (and sustainable) approach to health sector development. Resources are pooled, relief programs receive reciprocal support, experience is exchanged, and contacts and common strategies are synchronized with national programs.
KOO: Koordinierungsstelle der Österreichischen Bischofskonferenz (Coordination Office of the Austrian Bishops Conference). The Coordination Office promotes and coordinates the commitment of the Austrian Catholic Church to development and is aimed at raising awareness and creating a sense of solidarity amongst people in Austria. KOO is a member of CIDSE (International Cooperation for Development and Solidarity).
Stop TB Alliance: Initiated by the World Health Organization (WHO), the alliance unites more than 500 governmental and non-governmental organizations in order to control and standardize treatment for those infected with tuberculosis.
Job description:
Under the supervision of ALRA’s Head of Program and as counter-part of ALRA’s Tanzanian partner organization, the incumbent will:
  • Work within various capacities to develop, coordinate and follow-up on ALRA’s and its partners’ projects (including project development and internal M+E)
  • Design and follow-up on Capacity Development (CD) initiatives for health professionals with a focus on East Africa
  • Actively initiate and engage in facilitating CD and change management processes with ALRA’s partners
  • Support ALRA and its partners to further develop their professional networks of state and non-state actors in the health sector
  • Carry out other tasks, according to ALRA’s and ALRA’s project partners’ needs
Professional profile (skills and competencies required):
  • Self-propelled, experienced professional thriving to make lasting change (essential)
  • Readiness to engage in the nitty-gritty of project work, including budgeting/project accounting (essential)
  • Full mastery of MS Office, including Excel (essential)
  • At least a master degree (or equivalent) in public health (or a similar discipline: medicine, social science)
  • Previous work experience in East Africa of at least three years (essential), preferably in the health sector (asset)
  • Previous work experience with catholic institutions in the health sector (asset), Muslim institutions in the health sector (asset) as well as a good network in primary health care and medicine in (East) Africa (essential)
  • Previous experience in working and training (health) professionals on various levels (essential)
  • Proven ability to work in multidisciplinary and culturally diverse teams (essential)
  • Readiness to credibly support interreligious dialogue
  • Proven familiarity with building on rights-based approaches (either in health or in another sector such as WASH or education) (essential)
  • Proven capability and/or experience in steering change management intervention (essential)
  • Proven track record in writing proposals and technical reports (essential)
  • Proven methodological competence within M+E, CD (CapacityWorks, familiarity with LFA, RBM, theory of change, etc. and/or readiness to receive continuous education in OD in order to advance necessary facilitation skills) (essential)
  • Language skills: excellent command of written and spoken English (essential); working knowledge of Swahili (at least readiness to study Swahili essential), Arabic and German (advantageous)

  • Work contract: expected duration 24 months, 40h/week, including extensive travel
  • Salary: Remuneration package in-line with official Austrian development aidstarting with around 14x ~EUR 2.400 gross per month, depending on previous professional experience; plus various benefits such as international flights for R&R;

  • Full readiness to explore innovative part-time models on expiry of the two-year project contract (full-time contract, or part-time contract preparing to realise competitive freelancing opportunities in health sector consulting)
