International Business & Technical Consultants, Inc. (IBTCI), an incumbent implementer of the DfID Somalia Monitoring Programme, seeks a Senior Technical Specialist to support the follow-on Somalia Monitoring Programme II (SMP II) funded under DfID Somalia. This position is based in Nairobi, Kenya, with occasional travel to Somalia.
Position Summary
The Senior Technical Specialist is a full-time position based in Nairobi, Kenya, that will require occasional travel to Somalia. The Senior Technical Specialist will report to the IBTCI/DfID Team Leader, or his/her designee, and will provide DfID and its Implementing Partners (IPs) with high-level, demand-driven technical, analytical, advisory, training and related support services for performance and impact measurement, performance-based communication and information management, monitoring and evaluation.
Responsibilities
- Lead technical assistance related to monitoring and evaluation systems, performance management plans, logframes, theories of change and M&E Plans, to include data collection and analysis techniques.
- Support the development of DfID M&E Plans for IPs through on-going and hands-on technical assistance to IP M&E and management teams, in close coordination with the donor. This support will be in program areas such as democracy and governance, stabilization, agriculture and economic growth, education/human capacity, and development/youth.
- Coordinate and lead ongoing and user-friendly analysis and presentations of DfID IP results.
- Work closely with the Team Leader and Verifications specialist to provide technical input into the design of verification activities, conducted through Third Party Monitoring agents. Work closely with the Team Leader and Verifications Specialist to contribute to the meta-analysis of verification findings.
- Supervise and provide technical support to program evaluations and assessment throughout the life of the program.
- Supervise and manage technical assistance team members and short term consultants.
- On occasion, represent IBTCI in meetings with DfID officials and other UK government officials.
- Provide M&E technical, management, and operational support to IBTCI DfID/SMP II.
Minimum Qualifications
- Relevant and advanced university degree.
- 7+ years of experience in Monitoring & Evaluation in the international development field.
- Demonstrated experience in training and capacity building around M&E skills and methods.
- Strong and demonstrated written communication and analytical skills (English language).
- Strong organizational skills.
- Strong inter-personal and verbal communication skills.
- Experience working in conflict or post conflict countries, preferably in areas related to governance.
Preferred but not required
- Experience working with DfID.
- Experience working in Somalia
