HEAD OF HUMAN RESOURCES, ORGANISATIONAL EFFECTIVENESS & GOVERNANCE (HoHROE)
LOCATION: Kigali, Rwanda
Action Aid International Rwanda (AAIR) is a country programme of ActionAid International (AAI) – an anti-poverty agency working with poor, voiceless people, communities and similar-minded partners worldwide. ActionAid is a non-partisan, non-religious development organisation that has been working in Rwanda as a full Country Programme since 1997 to contribute towards eradication of poverty and injustices with a focus on tackling the root causes of poverty. The organisation is primarily concerned with the promotion and defence of economic, social, cultural, civil and political human rights. AAIR has very strong commitment to supporting delivery of Governement programmes and strategies including EDPRS and Vision 2020.
ActionAid Rwanda is urgently looking for a Head of Human Resources, Organisational Effectiveness & Governance (HoHROE). The HoHROE will have overall responsibility for ddeveloping and implement Human Resources policies, procedures and systems that maximise the contribution of individuals and teams in the achievement of Country Program strategy, plans and priorities. This will include development and implementation of efficient and cost effective administrative systems. He/she will ensure sustained Organisational Effectiveness by developing and implementing interventions in Country Programme (CP) human processes, structures and systems in response to changing organisational contexts, strategies and prioritie. among other functions.
To be eligible to apply for the role you should have:
  1. An MBA or a master’s degree in Organization Development/Human Resource Management/Strategic Management or its equivalent from a recognized University.
  2. At least 10 years of work experience, with at least 5 years HR/OD experience at Senior a senior management position preferably in a large organization.
  3. Experience in Human Resource planning, recruitment, design and implementation of progressive HR strategies, systems, procedures and practices.
  4. Has good knowledge of Rwanda Labour laws and employee relations systems; and
  5. Proven experience in leading, supporting and motivating staff and teams.
  6. Proven experience in leading, supporting and motivating staff and teams.
  7. Is a member of relevant professional body e.g. IHRM, ICPS;
  8. Excellent negotiation and communication skills, strong interpersonal skills including demonstrated ability to handle sensitive negotiations on matters affecting ActionAid's Rwanda staff.
  9. Strong analytical/Problem solving, and management of crisis, conflict and risk.
