Catholic Relief Services Tanzania Jobs - Deadline : January 27, 2015

CRS seeks qualified candidates for the following four positions for an anticipated project aimed at reducing stunting in Tanzania. If awarded, the project will be led by CRS with a dynamic team of Tanzanian and international partners. All positions are 2-years with the possibility of extension and are based in Dar es Salaam with 40% field travel and report to the Team Leader/Chief of Party.

Social and Behavior Change Communication (SBCC) Specialist

The SBCC Specialist will provide leadership, technical direction and oversight of the social and behavior change strategies to support stunting prevention. S/he will train relevant project staff, health facility staff and community members to serve as effective SBCC agents promoting high quality and consistent project messages through a variety of contact opportunities; substantially contribute to the visual design and messaging of key Government of Tanzania-informed SBCC materials; and promote an integrated and multi-sectoral approach to SBCC. Required qualifications/skills include: Master’s Degree in Communications, Sociology, Development Studies or related field; at least 5-years’ experience working in Tanzania in areas of mass communication and materials development, or similar domains; must have experience in the design and implementation of SBCC activities; experience in developing tools and approaches appropriate for different cultural settings; designing linguistically appropriate community-based interventions; proven leadership and interpersonal skills and ability to collaborate effectively with culturally diverse teams working across different domains/disciplines; must be able to effectively influence and build synergy with stakeholders that are not directly supervised by this position.

Nutrition Specialist

The Nutrition Specialist under the supervision of project Team Lead will provide technical support and guidance to the implementation team on the prevention of under-nutrition through nutrition-relevant interventions and with a focus on maternal child health. S/he will work closely with consortium partners and will be actively engaged in nutrition networks with key institutions/agencies, universities, and donors as appropriate. Required qualifications/skills include Master’s degree in Nutrition or related field with at least 7 years’ experience implementing nutrition related activities; substantial experience in community-based programming; and a comprehensive understanding of national nutrition policies and strategies. Experience in Early Childhood Development desired.

Monitoring, Evaluation, Accountability and Learning (MEAL) Specialist

The MEAL Specialist will lead the development, implementation and management of the project’s MEAL learning system (including community-based monitoring and feedback mechanisms) to enable timely and accurate data collection, analysis and reporting to achieve the project’s objectives/targets; lead the project’s baseline, mid-term and final evaluations; ensure the project MEAL system supports clear tracking of project progress and allows routine feedback looping to implementation team for improved decision making; conduct regular monitoring field visits to support project quality; support analysis of financial performance against progress on a regular basis and coordinate research and learning interventions. Required qualifications/skills include: Master’s degree in a Social Science, Statistics, Economics, or related field(s); minimum 7-years of practical experience in monitoring and evaluation or equivalent experience with 3-years in a MEAL senior leadership capacity; proven ability to design monitoring frameworks, analyze data and report on the results; ability to use statistical packages like EPInfo, STRATA or SPSS for analysis; experience in capacity building and mentoring; strong knowledge of Tanzania context required. Experience carrying out and analyzing operational research and evidence synthesis desired.

Finance and Compliance Manager

The Finance and Compliance Manager will serve as the principle point of contact and expert on contract and compliance issues with the contracting agency, sub-contractors, and CRS/HQ Finance and Global Finance and Compliance staff. The Finance and Compliance Manager will support timely agreement development, review and approval at the CRS and sub-contractor levels, ensuring adherence to both internal CRS and donor requirements; provide guidance and support for the timely assessment of partner financial management capacity and ability to adhere to specific donor requirements; develop action plans with program and finance staff to address any capacity/system gaps; prepare and lead sub-contract opening, mid-term review, and closure meetings to ensure broad understanding of donor terms and requirements; maintain a reporting tracking and communication system to help subcontractors adhere to reporting deadlines, milestones, expiration dates, and other donor-approved changes in contract procedures; prepare financial reports in SUN systems/Q&A and JDE, which will support easy reconciliation and budget monitoring of the project; review subcontract monthly financial reports; collaborate with project staff to prepare donor financial reports; anticipate and assist the Team Leader and other project staff to respond to donor requests related to budgets, spending and reporting and encourage information sharing that will allow subcontractors to become familiar with requirements and practices of enforcement of donor/CRS finance policy. Specific to compliance issues, the Manager will assist with financial audit preparation and implementation; ensure timely closure of finance audit recommendations related to donor compliance; participate in preparation, implementation and monitoring of related action plans. Required qualifications/skills include: Master’s degree in Finance/Accounting or related field; professional qualification in accounting (CPA or equivalent) preferred; minimum of 7-year of progressive grant/contract management experience; thorough knowledge of and experience with grant/contract financial reporting; fluency with MS Office programs required; knowledge of fund accounting and DFID funding regulations for non-profit organizations preferred. Ability to train financial and non-financial staff of all levels; self-guided, strong organizational and planning skills; willingness to work additional hours during critical implementation periods preferred. SUN System/ Q&A exposure and competence, or ability to learn quickly, will be an added advantage.
