JOB PURPOSE
The Regional Data Warehouse Manager (RDWM) provides control and coordination of Data Warehouse initiatives in African operations in order to ensure sharing of knowledge and best practices, as well as proper alignment with Millicom’s Global BI/DW strategy.

Key Responsibilities
CORE RESPONSIBILITIES
• The RDWM will liaise extensively with the Africa regional commercial team
• The RDWM will identify and propose Data Warehouse and Business Intelligence initiatives that provide high business value to the operations
• The RDWM will become the liaison among the different Africa Data Warehouse teams by enabling a channel to exchange ideas, best practices and implementations that could be shared among the operations
• The RDWM will provide advice to the individual operations about the integration of new platforms and sources and ensure alignment to the standardised data model and architecture defined for the region. They will contribute to the implementation of DW Best Practices and Standards.
• The RDWM will manage CAPEX and OPEX budgets of DW/BI projects for all operations
• The RDWM will lead the implementation of best practices and initiatives to improve operational efficiency of the Data Warehouses in Africa
• The RDWM will evaluate new technologies and tools that will help increase visibility, facilitate usage and solve business needs
• The RDWM will work closely with the suppliers during the DW Program Lifecycle coordinating, reviewing and validating the Business Requirements definition, Technical Architecture and Data Model design, Reporting/Front-end solution selection, maintenance processes and growth plans for the operations involved
• The RDWA will track the quality, adoption and operations KPIs of the assigned DW implementations and will propose corrective actions based on deep cause analysis
• The RDWM will participate actively in the design and maintenance of a standardised architecture and data model to be used as a basis for DW developments across the region within the frameworks defined for the Millicom group
• The RDWM will coordinate and follow-up with the supplier on the timelines of deliverables for the different milestones of the regional DW Programs
• The RDWM will monitor the Program status, issue tracking and change control to maintain scope boundaries
• The RDWM will coordinate resource staffing based on the current needs and future requirements of the different operations
• The RDWM will ensure activities in the DW Program Lifecycle remain on track and synchronised with the initial goals defined
• The RDWM will develop a comprehensive communication plan oriented to senior management at a regional and local level in order to increase visibility of each stage of the Program and manage expectations accordingly
• Some travel to the Africa operations is essential to effectively deliver on this role

Position Requirements
QUALIFICATION AND EXPERIENCE
• Bachelor's or Master's degree in Computer Science or related field (System Engineer, IS Engineer, Information Systems Engineer, IT Engineer, Network Systems Engineer)
• Post graduate and/or courses in Data Warehouse / Business Intelligence / Knowledge Management are desirable
• Extensive experience in Data Warehouse complete lifecycle implementation including business requirement gathering, design, development and deployment (Telcos preferably)
• Extensive experience working in the IT industry (Telcos preferably)
• Strong understanding of project management principles
• Proven project management experience in Data Warehouse implementations (Telcos preferably)
• Experience managing teams in different countries
MINIMUM EXPERIENCE & ESSENTIAL KNOWLEDGE
• Strong understanding of Data Warehouse philosophies (Kimball, Inmon, Schmitz)
• Knowledge of Data Warehouse/BI complete lifecycle and solid experience in DW/BI Program Management that included Business Requirements Gathering, ETL, Data Modeling, Metadata, Backend/Technical Architecture, Front-End Design, Development/Deployment of the DW/BI solution and Maintenance.
• Strong understanding of relational database concepts and experience with SQL Server or Oracle
• Strong understanding of data modeling techniques
• Strong understanding of OLAP and experience with a specific product (preferably SSAS)
• Strong understanding of ETL and experience with a specific product (preferably SSIS)
• Strong knowledge and solid experience in Data Governance Processes including but not limited to data quality assurance, data stewardship, technical and business metadata management (For Telcos preferably)
• Strong knowledge of Business Intelligence tools
• Knowledge and understanding of data mining algorithms and techniques (preferably with SPSS)
• Knowledge of capacity planning for hardware and storage needs
• Knowledge and experience in project management. Must have very strong skills in project Initiation (particularly in requirements gathering, understanding the level of detail required to proceed with any project), project estimation, planning and rapid mobilisation
• Good understanding of computer system characteristics, features, and integration capabilities
• Experience in connecting and applying complex technologies to business strategies. Ability to understand complex, technical subjects
