BASIC FUNCTION OF POSITION
The Cultural Affairs Specialist is the chief source of advice and guidance on carrying out cultural affairs programming at the U.S. Embassy Dar es Salaam. Under the direction of the Deputy Public Affairs Officer (DPAO), the Cultural Affairs Specialist seeks to promote U.S. Mission Tanzania policy goals and objectives through cultural and educational exchanges involving individual citizens, groups and institutions in Tanzania. The Cultural Affairs Specialist's chief instruments are actual and virtual speakers, seminars, cultural exchanges, motion pictures, and publications.
MAJOR DUTIES AND RESPONSIBILITIES:

Implements all aspects of cultural public diplomacy programs throughout Tanzania, including U.S. speakers, sports diplomacy, performing and visual arts, cultural heritage and preservation, and special Embassy awards such as the Women of Courage and Martin Luther Drum Major for Justice awards. Selects appropriate dates and locations for cultural programs in coordination with various agencies and sections in the Mission.
Develops relationships and partners with a diverse set of Tanzanian institutions, such as universities, hospitals, government agencies, cultural affairs colleagues in fellow diplomatic missions, and religious institutions. Generates appropriate guest lists and works with protocol on issuing invitations. Organizes program schedules for events and multi-day programs. Communicates with U.S. program participants prior to their arrival in Tanzania. Works with colleagues in the General Services Office (GSO) and the Business & Finance Office (B&F) to analyze and manage financial aspects of cultural programs. Supports and promotes PAS and Front Office relationships with the cultural community in Tanzania. Briefs PAS and Front Office leadership on significant cultural issues and developments.

Manages Hubert H. Humphrey Fellowship program. Recruit public and private sector candidates with a commitment to public service using social media, alumni, and contacts in partner institutions. In coordination with DPAO, vet applications, conduct interviews, and nominate five to seven candidates for final consideration by Washington.

Promotes interfaith tolerance and outreach. Coordinates, manages, and reports on all Public Affairs Section (PAS) interfaith programming. Writes official reports, including those for the Mission Activity Tracker (MAT), as well as spot e-mail reports on all PAS interfaith programming. Oversees PAS and Front Office interaction with interfaith community leaders and briefs as appropriate. Travels throughout Tanzania to engage diverse audiences on interfaith objectives as outline in the Mission Tanzania Integrated Country Strategy (ICS). Makes presentations and delivers speeches whenever invited to represent PAS at interfaith events.

Advances Mission Tanzania objectives on the empowerment of women and girls through cultural affairs programming. Assists DPAO in running Embassy Dar es Salaam strategic working group on women and girls empowerment. Coordinates with colleagues from USAID, the Political Section, as well external partners to identify appropriate target audiences, objectives, and programming that will best advance Mission goals.

Manages Fulbright Junior Staff Development Program. In coordination with colleagues in the Economic Section, recruits program candidates through alumni and partner institutions. Organizes and facilitates PAS/ECON interviews of top fifteen candidates. Following selection of ten candidates, draft nomination language for approval by DPAO, then forward nominations to Washington. Following identification of program participants by Washington, facilitate travel to the United States.
QUALIFICATIONS REQUIRED

- Education: A Bachelor’s degree in social sciences or arts from an accredited university is required.
- Prior Work Experience: At least four years of progressively responsible experience organizing outreach, exchange and/or performing arts programs is required.
- Language Proficiency: Level IV (fluent) English and Kiswahili (speaking, writing and reading) is required.
- Knowledge: Knowledge of broad spectrum of Mission Tanzanian and Department of State cultural affairs programs, activities, and opportunities. Possesses relationship with leaders of cultural institutions and other leaders relevant to Mission Tanzania cultural affairs programming.
- Skills and Abilities: Strong interpersonal skills. Ability to work independently and rapidly on multiple complex programs and requests. Strong verbal and written communication skills. Basic Ability to use audio visual equipment such as still camera, video camera and computer/ projector for presentation.
