BACKGROUND:
The Land and GLTN Unit, within the Urban Legislation, Land and Governance Branch of UN-HABITAT, has the mandate to develop normative approaches on sustainable urbanization in regard to urban land, innovative residential tenures, affordable land management/administration systems, and land related regulatory/legal frameworks and tools, particularly for women. Land and GLTN hence focuses on research and tool development also to backstop the Global Campaign on Sustainable Urbanization of the agency, to supply technical advice to Member States and backstop the Regional offices and other sections of UN-HABITAT.
Tools provide a resource for enabling and understanding on how to perform actions. While there has been extensive global discussion around land policies that work for the poor, there has been insufficient attention paid to the development of methods for implementing these pro poor land policies. Consequently what are required now are pro poor land tools that are affordable and accessible for all sections of the population in countries worldwide. This is essential for creating societies with sustainable, equal access and use of land. Work has already started on these approaches, both for developing and post conflict societies. Incremental up scaling of this work over time, as capacity is developed, is envisaged through the Global Land Tool Network (GLTN), which Secretariat is located at UN-Habitat (see www.gltn.net)).
GLTN needs to develop appropriate messages that carry the ideas of the initiative, by using channels such as presentations, speeches, brief materials and visits to get them across. There are too many audiences, spread too widely around the globe, for the GLTN Secretariat to serve directly. That means it is necessary to select a few priority audiences for immediate attention and to enlist the assistance others to communicate with the others.
To reach the policymakers, it is necessary to build a coalition that can press for change. It is impossible to work directly with large numbers of community groups and it is necessary to use intermediaries –that means land professionals, NGOs, academics and the media. GLTN will foster champions and partnerships among these groups (see below) to press for a change in attitudes among their peers, to push land issues up the political agenda and to press for policy changes.
The need to reach cross audience sectors means developing information materials that different groups can understand. It is possible to think of a single land tool presented in different formats: technical document, simple description, user manual, video, computer presentation, and so on. Some of these materials would be intended for specialized audiences; others would attempt to present information in a way that a wider range of people can understand and use. Special effort is needed to develop materials that NGOs and community organizations can use, adapt and that local people can understand.
RESPONSIBILITIES:
The main responsibilities of the consultant are to:
• Develop a graphic design for GLTN communication materials including promotional materials, technical reports;
• Graphically design and layout larger texts, i.e. technical reports, into finalized texts for publication (print and/ or web);
• Graphically design and layout shorter texts, including report summaries, brochures, etc., into finalized texts for publication (print and/ or web);
• Design and source promotional items for GLTN;
• Read documents to familiarize with contents and formats;
• A consultation phase wherein the consultant liaises with GLTN and UN-Habitat staff;
• Implement the GLTN branding guide and design to enhance the image of the Network and UN-Habitat;
• Further enhance the brand guidelines and templates for communication material and publications for new GLTN design;
• Further refine and provide continuous feedback on the new GLTN website based on GLTN’s new graphical image;
• Design and layout of GLTN publications and materials based on new graphical image as specified in the annex;
• Provide corrections and preparation of final version of publications and materials to be utilized for publication purposes by UN-Habitat;
• Input to finalize the products for printing by the Print shop at UN Gigiri, Nairobi (or any other provider) as necessary;
• Report on the completion of outputs in a format to be specified (Time and cost implications).
COMPETENCIES:
Professionalism: Knowledge of concepts and approaches relevant to communication and design and ability to conduct independent analysis, identifying issues, formulating options and making conclusions and recommendations.
Communication: Excellent oral/written/visual communication skills and ability to articulate ideas in a clear and accurate manner including the ability to prepare a variety of visual designs and written documents.
Planning and organizing: ability to work under pressure, establish priorities and plan, coordinate own work plan, use time efficiently and apply judgment in the context of competing deadlines.
Teamwork: Good interpersonal skills and ability to establish and maintain effective working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
EDUCATION:
First level university degree in graphical design or equivalent;
WORK EXPERIENCE:
• Minimum of 7 years’ experience in the area of graphical design and layout of publications for an international market and audience (i.e. a range of various audiences).
• It is considered as a specific merit if the above mentioned competencies and experiences are drawn from the development area.
• Strong people and process skills with proven ability to communicate with a wide range of stakeholders
LANGUAGE SKILLS:
English and French are the working languages of the United Nations. For the post advertised, excellent proficiency in spoken and written English is required. Knowledge of a second UN language is an advantage.
OTHER SKILLS:
• Excellent design and layout skills;
• Excellent photo editing skills;
• Previous work experience for the UN systems is desirable.
REMUNERATION:
Remuneration shall be computed based on tasks assigned and results delivered.
