- Organizational Context The Ministry of Energy and Water is responsible for two important sectors of energy and water. Energy is our economy’s hope for growth, and electricity’s sustainable availability at affordable prices can improve our living standards. Historically, in Afghanistan most power generation has been based on hydropower, our most promising resource (generating over 54% of the total), and the rest from thermal sources, primarily through use of coal and natural gas. Power generation facilities suffered extensive war damage and neglect, and require significant rehabilitation and upgrading. Similarly water, improve the livelihoods of people both of present and future generations by providing access to safe drinking water, household food security, and sources of income while protecting them from the negative effects of droughts and floods, by developing and managing water resources in a sustainable way with user participation, and by contributing to the growth of the national economy by providing effective services for efficient water use in all sectors. The Civilian Technical Assistance Programme (CTAP) is an Afghan government programme that aims to create stronger government institutions with more effective structures, efficient processes and skilled personnel. It assists Afghan government organizations to implement capacity development and performance improvement programmes by providing them with skilled international technical experts and capacity development advisors. On behalf of the Ministry of Energy and Water, CTAP is now seeking to fill the position of Senior Transmission engineer to work in WAPECA/ministry of Energy and Water, under the management of the deputy minister for energy. This position is open to international passport holders only: Afghan expatriates and nationals of regional countries are especially encouraged to apply.
- Position 2.1 Nature and Scope of Assignment This assignment involves supporting a government-led capacity development programme within WAPECA/Ministry of Energy. The successful applicant will be expected to work with and through his/her Afghan national counterpart, and to progressively transfer skills and knowledge and responsibilities to them.
2.2 Duties and Responsibilities Working with the director general of WAPECA and other junior technical engineers as counterpart, the Ministry of Energy and Water wishes to employ a transmission engineer to support and provide assistance on design and supervision of 110kV and 220kV transmission lines in Afghanistan. The senior transmission engineer will be required to provide training, directions and assistance regarding the issues below: • Prepare estimates for proposed transmission lines; • Fix up the location of installing pillars over the profile; • Determine the types of pillars; selection of apparatus of lines with high voltage and other equipment of system with high voltage; • Prepare documents to support requests for funding • Survey and design of transmission lines • Preparation of technical specifications and bidding documents for transmission lines • Responses to bidders questions during the bidding process • As a member of bid evaluation committees, prepare inputs to bid evaluation reports • Supervise contractors work on projects • Review design submittals and technical submittals from contractors • Ensure that route selection and tower spotting produce an optimum and economic solution • Verify contractors claims for payment • Represent MEW for testing equipment and completed works; • Provide technical assistance/advice concerning any other assignment and tasks. 2.3 Deliverables The deliverables for the senior transmission engineer are: • QA/QC program for the department • Fully staffed, qualified and trained Planning staff • Attraction and motivation of private sector participation in various forms of energy production, utilization, metering/revenue collection etc. • Transfer of skills and knowledge to engineers concerned with energy program in specific and capacity developments in general.
2.4 Skills, Experience and Qualifications Required The successful candidate should have the following skills, experience and qualifications: • Having at least a Bachelor degree, master degree is preferred in Electrical Engineering • 10 years experience in design, construction, operation and/or maintenance of electrical transmission lines up to 220kV • Experience preparing bidding documents and technical specifications • Extensive technical knowledge of transmission materials and equipment • Knowledge of international standards relating to transmission materials and equipment • Knowledge of safety standards and requirements regarding design, operation and maintenance of electricity transmission systems. • Knowledge of placard software for line design
