  1. Organizational Context The Ministry of Energy and Water is responsible for two important sectors of energy and water. Energy is our economy’s hope for growth, and electricity’s sustainable availability at affordable prices can improve our living standards. Historically, in Afghanistan most power generation has been based on hydropower, our most promising resource (generating over 54% of the total), and the rest from thermal sources, primarily through use of coal and natural gas. Power generation facilities suffered extensive war damage and neglect, and require significant rehabilitation and upgrading. Similarly water, improve the livelihoods of people both of present and future generations by providing access to safe drinking water, household food security, and sources of income while protecting them from the negative effects of droughts and floods, by developing and managing water resources in a sustainable way with user participation, and by contributing to the growth of the national economy by providing effective services for efficient water use in all sectors. The Civilian Technical Assistance Programme (CTAP) is an Afghan government programme that aims to create stronger government institutions with more effective structures, efficient processes and skilled personnel. It assists Afghan government organizations to implement capacity development and performance improvement programmes by providing them with skilled international technical experts and capacity development advisors. On behalf of the Ministry of Energy and Water, CTAP is now seeking to fill the position of Senior Distribution engineer to work in WAPECA/ministry of Energy and Water, under the management of the deputy minister for energy. This position is open to international passport holders only: Afghan expatriates and nationals of regional countries are especially encouraged to apply.
  2. Position 2.1 Nature and Scope of Assignment This assignment involves supporting a government-led capacity development programme within WAPECA/Ministry of Energy. The successful applicant will be expected to work with and through his/her Afghan national counterpart, and to progressively transfer skills and knowledge and responsibilities to them.
2.2 Duties and Responsibilities Working with the director general of WAPECA and other junior technical engineers as counterpart, the Ministry of Energy and Water wishes to employ a transmission engineer to support and provide assistance on design and supervision of 110kV and 220kV transmission lines in Afghanistan. The Ministry of Energy and Water wishes to employ a distribution engineer to carry out design and supervision of MV and LV electricity distribution networks in Afghanistan. The Distribution Engineer will be employed by WAPECA, a division of the Ministry of Energy and Water. The distribution engineer will be required to carry out the following tasks: • Carry out surveys of areas for new MV and LV distribution networks and reinforcement of existing distribution networks. • Liaise with stakeholders including DABS, local and regional officials, shura councils etc. • Prepare detailed designs for distribution networks including technical specifications and bills of quantity. • Ensure that designs are prepared with due regard to Environmental and Social Safeguards. • Prepare cost estimates for distribution works for approval by MEW • Prepare reports for MEW to seek approval for funding from MEW • Prepare bidding documents for supply and installation contracts. • Support the procurement process and respond to bidders questions • Work on Bid Evaluation Committees established by MEW and /or ARDS to prepare bid evaluation reports and recommendations for contract award • If required by MEW/WAPECA supervise contractors during execution of the works. 2.3 Deliverables The deliverables of senior distribution engineer are: • QA/QC program for the department • Fully staffed, qualified and trained Planning staff • Attraction and motivation of private sector participation in various forms of energy production, utilization, metering/revenue collection etc. • Transfer of skills and knowledge to engineers concerned with energy program in specific and capacity developments in general.
2.4 Skills, Experience and Qualifications Required The minimum qualifications and experience required for the position of Distribution Engineer are: • Bachelor degree in Electrical Engineering, Master degree is preferred • 10 years experience in design, operation and/or maintenance of electricity distribution networks • Experience preparing bidding documents and technical specifications • Extensive technical knowledge of distribution materials and equipment • Knowledge of international standards relating to distribution materials and equipment • Knowledge of safety standards and requirements regarding design, operation and maintenance of electricity distribution systems.
