Senior Technical Officer, Pharmacist

Basic Function:
Responsible for strengthening and managing the pharmaceutical commodity management system for Gold Star (GS) Kenya working in close collaboration and partnership with established public and private sector supply chain systems supporting integrated RH/FP, MNCH, TB, HIV and malaria programs.
S/He will mentor and support capacity building of health service providers on pharmaceutical management information systems, pharmacovigilance tools and provide policy and technical updates in support of current national guidelines for the priority high impact interventions on HIV/TB management including ART.
Key Responsibilities:
- Provide strategic management and oversight of the pharmaceutical commodity management system for a national network of private sector providers franchisedby the Gold Star Network (GSN).
- Develop and foster partnerships and collaborative relationships with public sector commodity supply systems and private sector suppliers of essential commodities to the GSN.
- Strengthen the logistical arrangements for private providers to access and account for the essential commodities.
- Monitor the use of the pharmaceutical commodities by the private providers in the network by providing mentorship and coaching to service providers on inventory management (quantification, requisition, storage, expiry tracking and reporting).
- Provide updates to service providers on pharmaceutical management information system (PMIS) and the use of current tools
- Provide updates to the service providers on the revised HIV/TB treatment and ART policies, service guidelines and facilitate the development of treatment standard operating procedures (SOPs).
- Provide mentorship and coaching on ART adherence preparation of new patients, medication use, counseling and the use of the ART dispensing tool (where applicable).
- Provide supportive supervision on monitoring ART and TB treatment adherence (using multiple approaches).
- Provide support in counter-checking provider prescribing practices, use of appropriate formulations, documentation and reporting of adverse drug interactions.
- Support quality assurance and improvement initiatives for rational drug use amongst the network providers.
- Performs other duties as assigned by supervisor.
Minimum Requirements:
- Minimum Bachelor’s Degree in Pharmacy from a recognized university with at least 7-9, Master’s degree in same field with 5-7 years relevant work experience in providing support to a busy integrated TB/HIV/Malaria (including ART) program.
- Registered with the Kenya Pharmacy and Poisons Board.
- In-service update training on TB, malaria and HIV care/ART, Commodity Management (and preferably TOT experience).Continuous use of the ARV Dispensing Tool (ADT).
- Experience in mentoring and supervision of other pharmacy staff on inventory management, rational use, quantification and pharmacovigilance.
- Demonstrated management of a commodity management system to support a busy clinical program. Experience working with the private sector (NGO/FBO/Private for Profit) is an added advantage.
