Senior Technical Officer-M&E

Basic Function:
Undertakes functions for the overall management and coordination of monitoring and evaluation (M&E) activities for Gold Star (GS) Kenya, focusing specifically on systems for collecting data for measuring project implementation, effectiveness, quality assurance, documentation and reporting.
The position overseas implementation of data management and M&E activities in accordance with guidelines stipulated by the funder and regularly updates project staff on progress towards implementation of the work plan and designing methods for demonstrating program outputs, outcomes and impact.
Key Responsibilities:
- Manages and coordinates implementation of M&E for GS Kenya.
- Supervises and provide guidance to Data Management staff.
- Leads development of quality assurance systems for GS Kenya to ensure data quality.
- Provides direction and technical assistance to GS Kenya in developing strategic and implementation plans.
- Ensures appropriate data collection tools and systems are in place and being used correctly to collect required and accurate data for performance, monitoring and evaluation.
- Oversees and guides development the management information systems and project databases.
- Prepares and reviews program performance monitoring plans (PMP) as required by funders.
- Operationalizes the PMP, including data collection and verification and prepares project performance and data reports as required.
- Identifies M&E technical assistance (TA) needs of providers, facilities and/or subrecipients and provides/organizes TA through training, mentorship, and/or on-site supervision.
- Coordinates schedule of and participates in program monitoring visits/forums with other GS Kenya staff as necessary.
- Ensures all relevant GS Kenya staffs are aware of and adhere to funder monitoring, evaluation and reporting guidelines and requirements.
- Continuously reviews and advises on progress towards the achievement of targets.
- Advises and promotes best practices in data management and M&E among GS staff and providers/facilities/sub-recipients.
- Performs other related duties as assigned by supervisor.
Minimum Requirements:
- Masters degree in Social Sciences or Public Health. Must have at least 5-7 years of experience in M&E.
- Computer proficiency in word processing, databases, spreadsheets, including advanced skills in at least two of the following programs: SPSS, Excel, Epi Info, Stata, and MS Access.
- Excellent interpersonal skills and demonstrated ability lead a team. Experience with USAID-funded programs is an advantage.
- Proven experience in HIV/TB/STI- and/or reproductive health-related research and/or surveillance is a plus.
- Flexibility to travel up to 25% time.
