Background:
`Vision 2020´, the key National Policy and Planning Framework for Rwanda´s Development seeks to mainstream the environment in all policies and programmes and in all decision-making processes that support national sustainable development. Rwanda has also made commitments to achieve MDGs, including 1&7 which link environmental sustainability to poverty reduction. The national commitment has been clearly reflected by the level of integration of the environment both as a sector and a cross cutting issue within the medium term strategy, the Economic Development and Poverty Reduction Strategy (EDPRS).
The UNDP and UNEP through Poverty and Environment Initiative project (PEI) aim to support the GoR towards sound environmental management for poverty reduction, sustainable economic growth and achievement of the Millennium Development Goals. The Rwanda Environment Management Authority (REMA) is implementing the project with the overall strategic guidance provided by the Ministry of Natural Resources (MINIRIiNA).
It is from this background that REMA/PEI wishes to recruit two Interns to be placed in the Ministry of Local Government and the Rwanda Natural Resource Authority in the Depart
Duties and Responsibilities:
Under close supervision of REMA/PEI Program Management Unit (PMU), the intern in the Ministry of Local Government will;
• Undertake orientation and training as well as ongoing sector engagement in support of effective integration of environment and Climate change into sector processes towards formulation and implementation of Economic Development and Poverty Reduction Strategy (EDPRS II);
• Monitor the progress of Environmental Activities in the District and
periodically provide data and report on them for immediate actions;
• Follow up the implementation of REMA projects operating in Districts, and work closely with the environmental officers and REMA!s, district interns;
• Follow up on Environment Committees activities from cell level to district level and suggest proper ways of performance;
• Develop a comprehensive action plan to achieve the goals of effective mainstreaming environment and Climate change at polity, programmes, projects and implementation of the strategy including support to Joint Sector Reviews (JSRs);
• Capacity development for MINALOC employees with particular focus on the planning department in poverty environment linkages and their contribution to progress on MDGs at the country level;
• lessons so far to guide appropriate interventions for effective integration of environment and Climate Change prioritization;
• Participate actively in the trainings organized by REMA and/or REMA projects at the districts for environment and Climate change mainstreaming;
• Work closely with Ministry of Local Government in the development and formulation of the Ministry´s action plans to get an entry point for the inclusion of the environment and Climate change in planning and budgeting.
Under close supervision} of REMA/PEI Program Management Unit (PMU), the intern in the Rwanda Natural Resources Authority (MINING department) will;
• Conduct needeland capacity assessments of the Mining sector on the basis of the needs- and capacity assessments define recommendations for PEI support, selecting only a realistic number of activities;
• Raison with the Rwanda Mining Association to prepare trainings geared to influence sustainable mining in Rwanda;
• Evaluate the implementation of activities geared to integrate environment in the context of EDPRS II and propose strategies to build on the

Duration: One year Internship.
Condition: The applicants should have completed their bachelor´s degree by the years 2010, 2011.
Maximum Qualifications:
Candidates should have a maximum qualification of a Bachelor´s Degree with a distinction/2nd class upper division in environmental science, geography, biol¬ogy, chemistry, civil engineering and environmental technology.
