Head, Outreach and Publication Services - ITU

The Radiocommunication Bureau (BR) is responsible for the application of the Radio Regulations and for technical and administrative support of ITU World and Regional Radiocommunication Conferences, Radiocommunication Assemblies and Study Groups. The Bureau also carries out the international regulatory processes for registration of frequency assignments and satellite orbits and assists administrations in their coordination and implementation of frequency spectrum and orbit requirements as well as in resolving cases of harmful interference. It provides the specialised technical secretariat for the work of the Radiocommunication Study Groups and the Radiocommunication Assembly in the development of recommendations for spectrum utilisation and radio system characteristics. The BR is organised into four Departments: Space Services Department, Terrestrial Services Department, Informatics, Administration and Publications Department and the Study Group Department.

Organization Unit: The Informatics, Administration and Publications Department (IAP) comprises four Divisions: Space Applications Software (SAS), Terrestrial Applications Software (TAS), Administration (ADM) and Outreach and Publications Services (OPS). The Department is responsible for the development and maintenance of software and related tools used by the BR as well as software adapted for national frequency management units, providing the necessary user support for the areas concerned. It carries out studies related to policies for the technologies to be used for the information and computational systems within the BR and with administrations in the fields of management of the radio frequency spectrum and the various satellite orbits. The Department is responsible for BR text editing and publications, as well as promotion, membership and workshop organization activities. The Department is also responsible for financial and human resources management for the BR, including the preparation of the operational and financial plans, and the budget, as well as provides organisational support for conferences and meetings.

Duties / Responsibilities

Under the supervision of the Chief, Informatics, Administration and Publications Department (IAP), the incumbent carries out the following tasks: Plans and manages the Outreach and Publication Services Division, supervises staff, develops related operational plans and directs the development of the operational framework including related procedures, processes and systems. Manages the operations of the Division involving the delivery of a full range of membership directed services and activities including technical workshops, seminars and advisory services, membership services, communication and web services, as well as technical editing services for a range of BR publications and other reports. Develops and implements a comprehensive ITU-R 'outreach strategy' to engage Member States on the full range of spectrum management issues and topics and provides related assistance and support involving extensive collaboration with managers across the BR, Study Groups, other Bureaux and the SG. Provides technical and managerial expertise in the design, development and implementation of specific action plans, activities, workshops and seminars, and/or projects to engage Administrations, provide technical support and assistance as well as build capacity relating to spectrum management, radiocommunication matters and regulatory issues. Represents the BR in external outreach activities, develops effective working relationships with Administrations, provides advice and assistance on spectrum management, radiocommunication, and regulatory issues and makes presentations at meetings, workshops and seminars. Directs the development of ITU-R communications products and services using a variety of media as well as managing the ITU-R website and other on-line fora. Prepares a variety of reports, plans and documents such as technical reports, briefings and speech material relating to specific and/ or emerging issues and participates in preparation for the radiocommunication conferences and Radiocommunication Assemblies as required. Performs other duties as required.

Qualifications required

Education: Advanced university degree in telecommunications or radiocommunications or a related field OR education in a reputed college of advanced education with a diploma of equivalent standard to that of an advanced university degree in one of the fields above. For internal candidates, a first university degree in one of the fields above in combination with fifteen years of qualifying experience may be accepted in lieu of an advanced university degree for promotion or rotation purposes.

Experience: At least ten years of progressively responsible experience including experience managing staff in the delivery of diverse services with at least five years at the international level. Experience in participating in international conferences focusing on Radio Regulation matters would be an advantage. A Doctorate in a related field can be considered as a substitute for three years of working experience.

Languages: Knowledge of one of the six official languages of the Union (Arabic, Chinese, English, French, Russian, Spanish) at advanced level and knowledge of a second official language at intermediate level. Knowledge of a third official language would be an advantage. (Under the provisions of Resolution No. 626 of the Council, a relaxation of the language requirements may be authorized in the case of candidates from developing countries: when candidates from such countries possess a thorough knowledge of one of the official languages of the Union, their applications may be taken into consideration.)

Competencies: Extensive knowledge of the radiocommuncation field with specific emphasis on spectrum management and the Radio Regulations; Demonstrated management and team building skills to work horizontally across the sector and the Union to build and support a cohesive approach to addressing the technical, advisory and other requirements of the membership; Highly developed communication (spoken, written, public speaking and presentational) skills, including the ability to convey and present sensitive issues/positions and the ability to present and defend difficult positions to senior officials.
