Chief, Financial Resources Management Department

The General Secretariat directs all the administrative and financial aspects of the Union's activities, including the implementation of the provisions of the administrative regulations on operational questions, the dissemination of information on telecommunication matters for operational and other purposes, the provision of legal advice to the Bureau of the Union and the departments of the General Secretariat, logistic support to the Union's activities including conferences, the coordination of the work of the Union with other international organizations, the dissemination of information to the Member States and Sector Members, press, corporate and individual users of telecommunications and the general public. The General Secretariat is also responsible for the organization of world telecommunication exhibitions and forums.

Organization Unit: Within the General Secretariat, the Financial Resources Management Department (FRMD) advises the Secretary General on financial resources management, accounting issues and procurement. It manages ITU's financial resources ensuring consistency with ITU strategies, policies, regulations and rules as well as UN Common System policies. It also ensures sound and balanced financial management of the Union; provides support and strategic advice on financial, budgetary and procurement matters, with a goal to strengthen ITU's financial system.

Duties / Responsibilities

Under the overall authority of the Secretary-General and the direct authority of the Deputy Secretary-General, the Chief will lead and manage the Financial Resources Management Department. The Chief oversees the financial internal control of the operations of the organization, which currently includes: the Budget Division, the Accounts Division and the Procurement Division. To this end, he/she carries out the following duties: Leads and manages the Financial Resources Management Department in the conceptualization and implementation of policies, strategies, plans, projects and approaches for the administration and delivery of finance, budget, accounts and procurement support services provided at ITU. Assesses progress and determines corrective action. Provides authoritative advice to the Secretary-General, the Deputy-Secretary-General and governing bodies on the establishment or modification of policies covering all aspects of finance, budget, accounts and procurement. Provides intellectual and organizational leadership and strategic guidance to colleagues throughout the organization on adapting Finance, Budget, Accounts and Procurement policies to the Department and Bureaux needs in a transparent and consistent manner. Ensures the sound, effective and forward-looking financial planning, monitoring and management of the Union's budget in accordance with the requirements of the Constitution and Convention of the Union, the resolutions and decisions of the Plenipotentiary Conference and the Council. In close coordination and consultation with the Bureaux and the other Departments of the General Secretariat, develops and implements medium to long-term financial strategies, planning and income forecasting, of sound financial policies, procedures, techniques and practices, of efficient major financial management systems across the ITU. Oversees the management of the ITU's financial investments and assets both at Headquarters and in the Regions and of the response to Internal and External Auditors on financial policies, procedures and internal control. Oversees the planning, organization and management of all ITU procurement activities and the provision of support, advice, instructions and guidance to ITU staff and experts at all stages of the process and provides advice to management on auditors' performance reports on procurement activities. Represents the Secretary-General and the Organization at meetings with Permanent Delegations, inter-agency meetings and meetings of intergovernmental and non-governmental organizations related to financial resources management with banks and financial institutions whenever justified. Performs additional activities as requested by the Deputy Secretary-General that may be required to ensure the success of the Divisions. Carries out other duties that may be assigned by the Secretary-General.

Qualifications required

Education: Advanced university degree in business administration (with specialization in finance and/or in accounting) or a related field OR education in a reputed college of advanced education with a diploma of equivalent standard to that of an advanced university degree in one of the fields above. For internal candidates, a first university degree in one of the fields above in combination with twenty years of qualifying experience may be accepted in lieu of an advanced university degree for promotion or rotation purposes.

Experience: At least fifteen years of progressively responsible experience in business administration (with specialization in finance and/or in accounting), in finance and/or accounting, including at least seven at the international level. A Doctorate in a related field can be considered as a substitute for three years of working experience.

Languages: Knowledge of one of the six official languages of the Union (Arabic, Chinese, English, French, Russian, Spanish) at advanced level and knowledge of a second official language at intermediate level. Knowledge of a third official language would be an advantage. (Under the provisions of Resolution No. 626 of the Council, a relaxation of the language requirements may be authorized in the case of candidates from developing countries: when candidates from such countries possess a thorough knowledge of one of the official languages of the Union, their applications may be taken into consideration.)

Excellent negotiating skills; ability to establish and maintain effective working relationships with officials at all levels in an international environment. Demonstrates the ability to advise senior management on policies, strategies and priorities for financial matters and to formulate procedures and plans. Excellent conceptual and analytical abilities. Ability to organize and delegate work and to supervise staff. Ability to communicate clearly and effectively both orally and in writing, including the preparation of clear and concise reports. Knowledge of and ability to use personal computers.
