Job Title: Human Resource and Admin Officer

Base Location: Hargeisa, Somalia

Reporting To: HR Coordinator

Job Objective

The candidate is expected to provide effective human resource and administration services at Islamic Relief Hargeisa Office as part of the project management team. He/She will also be responsible to implement all HR and Admin policies of IR Somalia office.

Duties and Responsibilities:

  • Assist the HR and Admin Coordinator of IRS to implement all HR and Admin related policies and procedures
  • To lead local recruitment and selection of new staff
  • Coordinate induction and orientation for new newly staff
  • Provide effective supervision to the drivers and office cleaners
  • Keep abreast with and provide updated information to the national staff on IRS Country rules, regulations, policies, HR procedures
  • Assist in monitoring and maintaining leave schedules, through effective leave planning and administration
  • Ensure maintenance and update of HR database for each staff both manually and electronically
  • Assist in drafting and reviewing employee job description, providing input to job classification process, managing the posting of and tracking status of local vacancy announcements and placement
  • Developing effective performance management system within Hargeisa office
  • Procure project supplies, office equipment and supplies whilst ensuring adherence to Standard Operating Procedure on procurements as per IR and donor requirement
  • Manage travel and logistics for field support staff including Visa and travel document application/arrangements and flight booking where required
  • Ensure maintaining effective office administration and management

    Essential Knowledge, Skills and Competences:

  • Relevant qualification in Human Resources Management/Administration
  • Minimum 1-2 years of experience in HR and Administration field

    Job Title: General Food Distribution Supervisor (Local Position)

    Base Location: Puntland and Hargesia, Somalia

    Reporting To: Food Security Officer

    Job Objective

    The General food distribution Supervisor has overall responsibility for the effective distribution of food aid in Somalia. As a supervisor for the food monitors the post holder is also expected to actively participate the food distribution activities and communicating with the target beneficiaries.

    Duties and Responsibilities

  • Supervise the efficient distribution of food items at the site and ensure proper distribution of entitlements and verify appropriate entitlements are distributed.
  • Helps train food monitors in all assigned duties to ensure smooth functioning of food distribution.
  • Conduct regular meetings with community leaders and implementing partners to discuss distribution arrangements, food entitlements and other relevant issues
  • Develop and apply innovative measures of ensuring effective food distribution
  • Ensure that minimum logistics/financial/administrative IR standards and Somalia country policies are in implement at the field level
  • Works as a member of the food distribution a team to establish new systems and policies consistent with the goals of IR Somalia program.
  • Performs on-going evaluations of food monitors
  • Oversee and coordinate activities of the food monitors
  • Ensure that IR key stakeholders have clear understanding of IR mission and vision

  • Degree/Diploma in Food and Nutrition or related field
  • 1-2 year’s previous experience in emergencies especially in food distribution

    Job Title: Animal Health Technicians Supervisor (Local Position)

    Base location: Puntland and Hargesia - Somalia

    Reporting To: Project Officer

    Duties and Responsibilities

  • Plan,organize and conduct animal healthcare campaigns and services in the targeted locations.
  • Observe the behavior and condition of animals and monitor their clinical symptoms.
  • Prepare and administer medications, vaccines, serums, or treatments, as prescribed by veterinarians.
  • Provide assistance with animal euthanasia and the disposal of remains.
  • Take animals into treatment areas and assist with physical examinations by performing such duties as obtaining temperature, pulse, and respiration data.
  • Care for and monitor the condition of animals recovering from surgery.
  • Maintain instruments, equipment, or machinery to ensure proper working condition.
  • Collect, prepare, and label samples for laboratory testing, culture, or microscopic examination.
  • Perform laboratory tests on blood, urine, or feces, such as urinalyses or blood counts, to assist in the diagnosis and treatment of animal health problems.
  • Maintain laboratory, research, or treatment records, as well as inventories of pharmaceuticals, equipment, or supplies.
  • Provide veterinarians with the correct equipment or instruments, as needed.
  • Fill prescriptions, measuring medications and labeling containers.
  • Prepare animals for surgery, performing such tasks as shaving surgical areas.
  • Administer anesthesia to animals, under the direction of a veterinarian, and monitor animals' responses to anesthetics so that dosages can be adjusted.
  • Take and develop diagnostic radiographs, using x-ray equipment.
  • Give enemas and perform catheterizations, ear flushes, intravenous feedings, or gavages. • Provide information or counseling regarding issues such as animal health care, behavior problems, or nutrition.
  • Clean and sterilize instruments, equipment, or materials.
  • Perform a variety of office, clerical, or accounting duties, such as reception, billing, bookkeeping, or selling products.
  • Prepare treatment rooms for surgery.
  • Maintain controlled drug inventory and related log books.
  • Administer emergency first aid, such as performing emergency resuscitation or other life saving procedures.
  • Monitor medical supplies and place orders when inventory is low.
  • Supervise or train veterinary students or other staff members.

    Job Title: Food Distributors (Local Position)

    Base Location: Puntland & Hargesia-Somalia

    Reporting To: Area Supervisor

    Duties and Responsibilities

  • Monitor and review food deliveries, storage, transport and distribution at the designated sites and verify if the amounts received have been properly recorded, damaged or suspected to be damaged.
  • Provide accurate reports to the Area Supervisor.
  • Identify any concerns with the food distribution arrangements and report them to the Area Supervisor.
  • Ensure that food are physically monitored while stored at the warehouse,transporting to and from warehouse/distribution centres.
  • Monitor the transportation of food from warehouse to the final distributionpoints.
  • Monitor, document and report all loss due to loading, off-loading, transporting, storing anddistribution.
  • Monitor the stock of food in comparison with records.
  • Make sure physical count of the warehouse is taken.
  • Ensure that information concerning food distribution schedules is disseminated well inadvance to the relevant beneficiaries and to the immediate supervisors
  • Assist and monitor appropriate distribution of foods to eligible recipients/beneficiariesaccording to the approved distribution plan and as per ration size.
  • Randomly monitor the distributed foods after they have been received by thebeneficiaries at the distribution point.
  • Monitor all non-distributed commodities, at the end of the distribution period, are documented and returned to the warehouse.
  • Ensure food dispatch, delivery, distribution and loss is documented correctly.
  • Perform other duties as may be assigned by his/her immediate supervisor.

    Essential Knowledge, Skills and Competences:

  • At least high school graduate
  • Demonstrated 2 to 3 years of overall experience; and a minimum 1 year of specificdevelopment food distribution sector experience

    Duties and Responsibilities:

  • Coordinating between all the various departments which are at work in a project

  • Keeping a close watch on the budgets of each department
  • Solving all the employee disputes that arise in the office

    Job Title: Livelihood Officer (Local Position)

    Reporting To: Livelihood Coordinator

    Duties and Responsibilities

  • Develop Strategy of community interaction for the social organizers and hold first dialogue meetings with the communities;
  • To work with the community to ensure that they are responding to identified needs and have the full participation of the community in the settlements
  • Develop appropriate need assessment tools and conduct need assessment to determine the need of IDP Settlement
  • Present and actively coordinate in distribution of inputs related to Food for Work interventions;
  • Present and facilitate in Food for Training events designed for beneficiaries;
  • Reporting of issues and their possible solutions to the livelihoods coordinator;
  • Monitor IDP settlement to ensure that it is managed within the time provided and as per objectives;
  • Weekly reporting on progress;
  • Support and assist Livelihood Coordinator in data and reports compilation;
  • Comply with the requirements of IRS Protection Policy to ensure maximum protection for children;
  • Other duties as required in line with your skills, expertise and role;

    Duties and Responsibilities

    Administration

    Task

    Project Development and implementation

    Task

  • Creating awareness on Emergency drought response activities in the assigned area of work.
  • Identification and mobilization of CBAHWs and district disease surveillance committees.
  • Situation analysis and participatory development of the community action plans at district levels..
  • Organize and conduct trainings and campaigns of community’s own resource persons including CBAHWs, disease surveillance committee and community managed disaster risk reduction committee.
  • Compile and submit work plans and activity reports. (Trainings, Mass treatment and vaccination Campaigns, Monthly and quarterly reports) to the Project Officer.
  • Supervise all ongoing Project activities- Mass treatment and vaccinations of livestock.
  • Monitor the progress of the project activities.

    Contact/key relationship:

  • Develop cordial contact and relationship with all IRS staff and other partners at the divisional level.

    Representation

  • Strengthen teamwork with project staff and other partners.

    Qualification

    Education:

    Atleast certificate in animal health from recognized institution.

    Experience:

    At least one (1) year experience of working with NGO in livestock health related activities among pastoral communities. Experience in implementing emergency animal health will be added advantage.

  • Mobilize IDPs and host communities in settlements to proactively respond to their situations related in water, environmental sanitation and personal/household hygiene aspect
  • Ensure all health, sanitation and hygiene issues are understood and promoted
  • Assess public health risks and identify any unmet needs that effect the population
  • Implement in the IDPs camps appropriate health and hygiene initiatives
  • Involve the men and women of IDPs camps in the planning of public health activities
  • Undertake assessments and interventions as appropriate.
  • To be familiar with and abide by the Islamic Relief Code of Conduct and other regulatory codes.

    Job Title: Wash Project Officers (Local Position)

    Base Location: Puntland & Hargesia - Somalia

    Reporting To: Wash Coordinator

    Duties and Responsibilities

  • Review existing level of hygiene and sanitation knowledge, attitude and practice among IDPs and host communities to implement need based intervention on continual basis
  • Prepare detailed project implementation plan in consultation with WASH Coordinator in the course of project duration , present revised plans as and when required as part of remedial action if the project implementation strategy requires redirection, change of location or any other reasons
  • Locate project sites in consultation with local IDP leaders, community representatives and other agencies.
  • Implement the project activities when detailed plans are approved by the WASH Coordinator
  • Mobilise Camp committee members and the IDP community for the implementation of the sanitation and hygiene project intervention
  • Ensure all WASH project activities in the camps are implemented in a consultative and participative manner. This involves community participation in planning and launching sanitation and hygiene education and campaigns, and monitoring results through their representatives
  • Effectively guide, oversee and monitor IR WASH Project activities; report on findings with clear recommendations and take corrective actions when necessary
  • Ensure that regular WASH progress reports are accurate and are submitted on time
  • Assist in planning, organizing and facilitation of the various WASH trainings
  • Take lead in conducting case studies and assessments before and after the project implementation stages and report as deemed necessary
  • Carry out field data collection and compilation for all WASH projects
  • Provide leadership in conducting hygiene promotion and awareness campaigns in the camps
  • Supervise latrine construction activities and ensure quality control for the construction works
  • Carry out other tasks and assignments as required by the immediate supervisor

    Essential Knowledge, Skills and Competences:

  • Relevant qualification in water and sanitation and/or public health
  • Minimum 2 years of relevant work experience in implementation of water and sanitation projects. Those with experience in latrine construction and supervision in emergency setup including working in IDP camps in insecure environments will have an added advantage

    Job Title: Finance Officer (Local Position)

    Reporting To: Emergency Programme Manager

    Duties and Responsibilities

  • Compilation of budgets, cash-flow forecast and financial management reports on monthly and ad hoc basis
  • Provide assistance in preparation of financial annual reports
  • Recording receipts for cash expenditure
  • Securing petty cash and its reconciliation prior to month end and replenishment
  • Conversion of foreign currency to local currency, taking best rates from market, in line with the laws and regulations in the country.
  • Review the invoices raised by the suppliers.
  • Review the filled up payment requisition form as a whole.
  • Ensure the accurate preparation of cheques, deduction of applicable tax and get approval of competent authority for payment, if required.
  • To ensure delivery of cheques to the suppliers.
  • Preparation and verification of monthly office payroll.
  • Conducting periodic checks on payroll and analyzing accounts
  • Verification of non-payroll payments made and the calculation of allowances and indemnities, if any.
  • Ensure payment of timely salary and check certificates.
  • Deduction of advances or loan against salaries of staff.
  • Submitting taxation reports to the concerned authorities, if any.
  • Tracking of all advances to ensure return within prescribed time.
  • Issuance of notices to staff who has not maintained return of advances
  • Issuance of details of transactions and explaining their nature to the relevant staff.
  • Maintaining contact with bankers, investment managers, pension advisors and auditors
  • Liaising with auditors and company executives and answering queries on financial based matters
  • Proposing and discussing changes and improvements to the organization’s current accounting setup
