II. Organizational Context
UNODC Regional Office for Eastern Africa (ROEA) covers 13 countries, namely: Burundi, Comoros, Djibouti, Eritrea, Ethiopia, Kenya, Madagascar, Mauritius, Rwanda, Seychelles, Somalia, Tanzania and Uganda.
Under the Piracy Prisoner Transfer Programme (PPTP), UNODC has identified the need to support the Somali criminal justice system and capacities of the region to address piracy through delivering/rehabilitating prison facilities. This will both enhance Somalia’s capacities to house convicted pirates and strengthen the overall criminal justice structure under the newly democratically elected Government. The Programme will be implemented through the UNODC Regional Office in East Africa.
Under the direct supervision of the UNODC Programme Officer and coordinator of the Piracy Prisoner Transfer Programme (PPTP), and the overall supervision of the UNODC Regional Coordinator for Counter-Piracy Programme (CPP), the Programme Specialist is responsible for the effective and efficient implementation of the Programme, sets minimum monitoring and evaluation requirements for the Programme, and provides substantive and administrative assistance for the development and implementation in the Somaliland Sub-Office PPTP.
The Programme Specialist provides technical support to the Somaliland Correctional Services, CPP National Coordination Office, Attorney General’s Office, Ministry of Justice and UNODC staff and other personnel (including Prison Mentors) involved in the implementation of programme activities in Somaliland.
The Programme Specialist supervises and leads programme support staff. The incumbent supports the Correction Services staff in further developing and improving prison operations with regards to security, inmate’s programme, prison management and human resources management. The Programme Specialist works in close collaboration with the operations team, Programme staff in other UN Agencies and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful implementation of the Counter-Piracy Programme.
III. Functions / Key Results Expected
Summary of Key Functions:
Contribution to and implementation of Programme activities; Responsibility for management, planning, preparation, evaluation, reporting and oversight of the implementation process of the Programme; Provide Financial and Administrative support to the Programme; Creation of strategic partnerships;

- Ensures implementation of Programme activities and effective management of the Programme focusing on achievement of the following results:
Implementation of the Programme activities in line with the Programme document and the annual Programme work plan, and in line with UN financial rules and regulations; Coordination of Programme activities with other UNODC technical assistance Programmes in the Counter-Piracy sector; Contribution to the programme of work, including identification of topics and projects to be implemented; Responsibility for the effective monitoring and evaluation of Programme implementation in general, and specifically against the Programme work plan, Programme indicators and assumptions, and development of monitoring tools for use by the Programme management and by the implementing partners; Preparation of periodic Programme activity, progress and status reports (incl. Programme performance and evaluation reports) as stipulated in the Programme document and in line with UNODC requirements; Organization of Programme evaluations in line with UNODC policy and procedures. 2. Participates in the effective management, monitoring and evaluation of the Programme focusing on quality control of the Programme
Monitoring of Programme implementation in general, and specifically against the Programme work plan, Programme indicators and assumptions, and development of monitoring tools for use by the Programme management and by the implementing partners; Preparation of periodic Programme activity, progress and status reports (incl. Programme performance and evaluation reports) as stipulated in the Programme document and in line with UNODC requirements; Organization of Programme evaluations in line with UNODC policy and procedures. 3. Provides financial and administrative support to the Counter Piracy Programme focusing on the achievement of the following results:
Administrative support to organization of conferences, workshops and meetings Assisting in the management of petty cash and cash advances Checking vehicle logs and preparation of the draft vehicle history reports and maintenance plans. Monitor usage of vehicles (ensure the log books are duly filled and servicing is done as and when due); Ensure all UNODC equipment are tagged accordingly; Collection of information on assets management, maintenance of records and files on assets management; Maintenance of files and records relevant to office maintenance; Provision of support to consultants.
- Ensures creation of strategic partnerships focusing on achievement of the following results:
Liaising and ensuring maximum collaboration with all concerned government entities and other stake holders in the Counter Piracy sector.
- Ensures facilitation of knowledge building and knowledge sharing in the Counter Piracy Programme focusing on achievement of the following results:
Monitoring and keeping abreast of the Counter-Piracy and Correctional sector in Somaliland and the region, and maintain a knowledge base on these issues; Identification and formulation of lessons learned and recommendations to be integrated in the Counter Piracy Programme; Contribution to the development and improvement of prison operations; Assess the needs of relevant Government entities and make recommendations on how to strengthen their capacities with a view to addressing the issues within the Counter-Piracy and Correctional sectors in Somaliland
IV. Impact of Results
The key results have an impact on the overall success of the Counter-Piracy programme within specific areas of cooperation. Effective implementation of policies and strategies, as well as efficient management of the Programme. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.

VI. Recruitment Qualifications
Education:
Advanced university degree in Business or Public Administration, Management, International or Development Studies, Economics or related field with five years relevant experience;

A first level university degree in Business or Public Administration, Management, International or Development Studies, Economics or related field with seven years relevant qualifying work experience may be accepted in lieu of the advanced university degree.
Experience: Minimum of five years relevant experience in programme administration, management, or technical cooperation with Master’s degree or seven years’ of professional relevant experience with a first level university degree is required.
Experience in project management, communication, Monitoring, evaluation and reporting, and other similar experience in related activities is desirable.
