II. Organizational Context
UNODC Regional Office for Eastern Africa (ROEA) covers 13 countries, namely: Burundi, Comoros, Djibouti, Eritrea, Ethiopia, Kenya, Madagascar, Mauritius, Rwanda, Seychelles, Somalia, Tanzania and Uganda.
Under the Piracy Prisoner Transfer Programme (PPTP), UNODC has identified the need to support the Somali criminal justice system and capacities of the region to address piracy through delivering/rehabilitating prison facilities. This will both enhance Somalia’s capacities to house convicted pirates and strengthen the overall criminal justice structure under the newly democratically elected Government. The Programme will be implemented through the UNODC Regional Office in East Africa.
Under the direct supervision of the UNODC Programme Officer (and coordinator of the Piracy Prisoner Transfer Programme (PPTP),), and under the overall supervision of the UNODC Regional Coordinator for Counter-Piracy Programme (CPP), the incumbent provides substantive and administrative assistance for the development and implementation of the Mogadishu Sub-Office’s PPTP, and participates in the management, monitoring and evaluation of Programme activities.
The Programme Analyst supports the work done by the UNODC Prison Mentors assigned to Mogadishu, and works closely with the Mogadishu Correctional Services. The incumbent provides technical support to the Mogadishu Correctional Services, CPP National Directorate General, Attorney General’s Office, Ministry of Justice and UNODC staff involved in the implementation of programme activities in Mogadishu. The Programme Analyst will supervise and lead programme support staff and other UNODC personnel.
The Programme Analyst supports the Correction Services staff in further developing and improving prison operations with regard to security, inmates programme, prison management and human resources management. The Programme Analyst works in close collaboration with the operations team, Programme staff in other UN Agencies and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful implementation of the Counter-Piracy Programme.
III. Functions / Key Results Expected

- Ensures implementation of Programme activities focusing on achievement of the following results:
Implementation of the Programme activities in line with the Programme document and the annual Programme work plan, and in line with UN financial rules and regulations; Coordination of Programme activities with other UNODC technical assistance Programmes in the Counter-Piracy sector; Analysis of the Programme activities for further developing and improving prison operations.
- Participates in the effective management, monitoring and evaluation of the Programme focusing on quality control of the Programme
Monitoring of Programme implementation in general, and specifically against the Programme work plan, Programme indicators and assumptions, and development of monitoring tools for use by the Programme management and by the implementing partners; Preparation of periodic Programme activity, progress and status reports (incl. Programme performance and evaluation reports) as stipulated in the Programme document and in line with UNODC requirements; Organization of Programme evaluations in line with UNODC policy and procedures. 3. Provides financial and administrative support to the Counter Piracy Programme focusing on the achievement of the following results:
Administrative support to organization of conferences, workshops and meetings Assisting in the management of petty cash and cash advances Checking vehicle logs and preparation of the draft vehicle history reports and maintenance plans. Monitor usage of vehicles (ensure the log books are duly filled and servicing is done as and when due); Ensure all UNODC equipment are tagged accordingly; Collection of information on assets management, maintenance of records and files on assets management; Maintenance of files and records relevant to office maintenance; Provision of support to consultants.
- Ensures creation of strategic partnerships focusing on achievement of the following results:
Liaising and ensuring maximum collaboration with all concerned government entities and other stake holders in the Counter Piracy sector.
- Ensures facilitation of knowledge building and knowledge sharing in the Counter Piracy Programme focusing on achievement of the following results:
Monitoring and keeping abreast of the Counter-Piracy and Correctional sector in Mogadishu and the region, and maintain a knowledge base on these issues; Organizing training on knowledge sharing for Counter Piracy Programme Staff; Assess the needs of relevant Government entities and make recommendations on how to strengthen their capacities with a view to addressing the issues within the Counter-Piracy and Correctional sectors in Puntland; Personal growth through active learning. 6. Ensures provision of interpretation services from English-Somali-English
Providing interpretation during meetings between UNODC and national counterparts; Providing translation from English to Somali and Somali to English on any documents that need translation;

The key results have an impact on the success of the Counter-Piracy programme within specific areas of cooperation. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets

VI. Recruitment Qualifications
Education:
Advanced university degree or equivalent in Business or Public Administration, Management, International or Development Studies, Economics or related field; or
Advanced university degree or equivalent in Business or Public Administration, Management, International or Development Studies, Economics or related field; or
A first level university degree in Business or Public Administration, Management, International or Development Studies, Economics or related field with two years relevant qualifying work experience may be accepted in lieu of the advanced university degree
Experience: Advanced university degree;
or minimum of two years’ relevant experience in programme administration, management or technical cooperation with a first level university degree.
Experience in project management, communication, monitoring, evaluation and reporting, and other similar experience in related activities is desirable
