Position: Finance and Administration Officer
Duration: 1 year renewable
LOCATION: Dar es salaam, Tanzania
Outputs: Responsible for all financial and
fiscal management of the Organisation operation Provide leadership and coordination in the
administrative, business planning accounting and budgeting of the Organisation.

Background to TAFSUS
Tanzania Financial Services for
Underserved Settlements (TAFSUS is a non-profit company registered under the Companies
Act and set up in Tanzania to provide support to underserved Settlements.
TAFSUS aims to provide invaluable service in terms of consultation and
management advice to communities living in slums and other underserved
settlements to enable them to upgrade their settlements. TAFSUS is supported by
the Slum Upgrading Facility (SUF) of UN Habitat, with a mission to uplift the
living standard of slum dwellers through the development of bankable projects
that promote affordable housing for low- income household. The initiative
brings together multiple stakeholders from Government, private sector, civil
society and the commercial banking sector in order to ensure that a full range
of resources can be mobilized for this purpose in the short term. The TAFSUS
credit enhancement plays an important role in catalyzing developments. TAFSUS
is governed by an independent Board of Directors which is responsible for
overall governance, policy direction and oversight of the operations of the
company.
Key Responsibilities
Under the supervision of the TAFSUS
Manager and TAFSUS Board, the Finance and Administration Officer (the “FAO”) of
TAFSUS have the following primary responsibilities:
1. To develop financial and supporting systems of the company.
2. To implement finance, accounting and auditing procedures for TAFSUS
and partner communities.
3. To ensure that there are adequate internal controls systems for authorisation,
procurement and recording of accounting transactions in accordance with
generally accepted accounting standards.
4. To oversee the administration of TASFUS office and ensure compliance
with laws and regulations related to human resources, finance, logistics,
procurement and other programmatic operational procedures.
5. Preparation of financial statements, financial monthly/quarterly reports
including special analysis of cash flow, budget and expenditure analysis
6. Provide financial inputs and analysis in project and programme
identification and monitoring processes; liaise with partners to ensure
compliance with local and UN Habitat budgetary reporting requirements;
7. Assist the TAFSUS Manager in producing the administration and program
reports on monthly and quarterly basis to the Board and UN Habitat
8. Work closely with the TAFSUS Manager in performance assessment of
the program development and facilitate the identification of sustainable investment
opportunities
9. Work closely with the TAFSUS Manager in identifying and negotiating
with banks or other financial institutions that are interested to maximize and leverage
the community savings and investments
10. Perform any other duties as assigned by the TAFSUS Manager and Board
Chairman.
REQUIRED SKILLS, COMPETENCED
AND QUALIFICATIONS

A University degree or
equivalent in Finance, Accounting
Business, Banking, Project Development or related fields.

At least 3 years experience in
project management and/or developmental financial services especially with
relation to human settlements.

Possession of the Certified
Public Accounting or equivalent qualification is an added advantage
·
Willingness to work on a
flexible schedule, high degree of integrity and responsibility, and ability to
work independently in order to meet strict deadlines
·
Fluency in English and
Kiswahili (speaking, reading & writing) with good report writing skills
required
·
Must have solid computer skills
especially MS Excel and MS Word
REMUNERATION: The successful candidate will
be provided with attractive remuneration that is commensurate with his/her
qualifications and experience.
