The DMO will the support the development of Plan disaster management portfolio. This will include proposal development, management of Plan Spain DM grants portfolio, raising the profile and professionalism of Plan Spain as a DM actor, and relationship building both internally and externally to Plan Spain.
The DMO will contribute to Plan Spain work in addressing all stages of the disaster management continuum- preparedness, risk reduction, response, recovery and rehabilitation. The role will involve close collaboration with DM personnel in the wider Plan network and regular, and sometimes prolonged, field trips to support Plan’s work on the ground.
Main Responsibilities
Disaster Risk Management funding portfolio:
• Support the management and growth from starting up of Plan Spain DM portfolio, including but not limited to AECID, ECHO, UN and other multilateral donors.
• Identification of funding opportunities, particularly through specific and targeted research into new donors/ funding lines.
• Support Plan Country Offices (‘COs’) in developing and submitting high quality proposals and high quality reports (narrative and financial).
• Assist in contract negotiation.
• Carry out start-up and review workshops for projects.
• Project monitoring, including tracking of expenditure against budget and implementation plans; communication with donors; and problem solving.
• Assessment of training needs in Country Offices and responding to these.
• Supporting finance in the processing of all grant claims and payments, ensuring reconciliation with Plan systems.
• Supporting the dissemination of and learning from relevant final evaluations.

DM policy and programming:
• Contribute to the development and implementation of Plan Spain’s DM strategy, policy and approach, including coherent approaches to the all stages of the DM continuum- preparedness, risk reduction, response, recovery and rehabilitation.
• Support the program director in liaising with other Plan Spain departments prior to, during and after emergency response periods to ensure adequate and timely information is provided to facilitate communication, appeals, reporting, etc.
• Engage with DM personnel and fora in Plan globally on issues related to strategy, policy, positions, etc.
• Provide technical or general support to COs in the event of emergency, with commitment to contributing to the international emergency response roster.
• Support the program director in liaising with other Plan Spain departments prior to, during and after emergency response periods to ensure adequate and timely information is provided to facilitate communication, appeals, reporting, etc.
• Engage with DM personnel and fora in Plan globally on issues related to strategy, policy, positions, etc.
• Provide technical or general support to COs in the event of emergency, with commitment to contributing to the international emergency response roster.
Technical Support and expertise (Desirable)
• Bring technical expertise to Plan’s global DM portfolio in one of the following areas:
- Child Protection in Emergencies
- Education in Emergencies
- Disaster Risk Reduction/ Climate Change Adaptation
- Nutrition
- Camp management and coordination
- Cash programming in emergencies
- Child Protection in Emergencies
- Education in Emergencies
- Disaster Risk Reduction/ Climate Change Adaptation
- Nutrition
- Camp management and coordination
- Cash programming in emergencies
The candidate should have:
• a minimum of five years programme experience, with a minimum of three years in developing countries implementing/managing emergency programmes
• significant and demonstrable experience and competence in one of the above mentioned technical areas in emergencies
• experience in capacity building of local partners and staff
• experience of working with ECHO and ECHO’s e-single form
• experience of UN funding mechanisms
• an ability to communicate in English and French (desirable), both written and spoken
• a commitment to spending prolonged periods overseas – potentially up to 6 months annually
• a commitment to responding to emergencies within a 48 hour time frame if required and be willing and available to travel at very short notice
• a passion for engaging in global development issues and disaster management
• the attributes of a team player, self starter, and the ability to work on own initiative.
