OVERVIEW OF THE POSITION Governance and Rule of Law The Governance Programme of our client’s Somalia office currently consists of three pillars: (i) public sector capacity building and institutional development, (ii) democratic governance (constitutional dialogue and elections) and (iii) local governance/ decentralization. The Somali Institutional Development Project (SIDP) focuses on implementing the capacity building and institutional development pillar of our client’s Somalia’s governance portfolio; whilst the Joint Programme on Local Governance implements the local governance elements. This consultancy aims to enhance synergies between the two areas of work.
Somali Institutional Development Project SIDP was set up in 2008 and works with governance institutions in Mogadishu, in Puntland and in Somaliland to build their capacity so that they can perform their functions more effectively. In 2011, a SIDP redesign process shifted the emphasis for support away from specific institutions to thematic support to four key pillars working across a variety of institutions. These pillars are: 1. Public Financial Management, Transparency and Accountability; 2. Development Planning and Aid Coordination; 3. Public Sector and Parliamentary Reform
Five Year Development Plan-2 The Ministry of Planning and International Cooperation (MoPIC) is responsible for planning and translating the socio-economic vision of the Puntland State of Somalia into tangible social and economic results for citizens. It also oversees international affairs for Puntland State of Somalia. MoPIC is entrusted with the task of spearheading the development of the medium term plan for Puntland titled- Second Five Year Development Plan (FYDP-2) 2014-2018.
There are three specific objectives for this plan: a. to guide Puntland’s medium-term development aspirations over the period 2014-2018; b. to provide State priorities for projects and programmes, as well as public spending; c. to put in place a comprehensive monitoring and evaluation system
The plan will be formulated through an all-inclusive and participatory consultative process involving the people of Puntland from all parts of the State with the technical assistance from local and international experts. The specific objective of a participatory approach will be to provide an in-depth understanding of the Puntland State development problems, related priorities and the necessary strategies to contribute to the overall development goals of the State.
Given the challenges of the first Five-year Plan and emerging priorities, as a reflection of New Deal by the Federal Government, FYDP-2 will be developed around five State level strategic Thematic Priority Areas (TPAs) to guide a bottom-up planning approach. These TPAs will serve as policy guidelines and may be further revised to ensure a strategic fit between national and decentralised priorities. These broader priorities, in no particular order are, a) Establishing and Strengthening Economic Foundation for Accelerated Sustainable Growth b) Effective and Responsive Service Delivery, c) Accountable and Transparent Governance d) Ruling Justly and e) Maintaining Peace and Stability.
OVERVIEW OF THE POSITION Objective The consultant will draft the Five Year Development Plan, building on the macroeconomic assessment, district priorities, sector strategic papers .The consultant will work on a day-to-day basis with the Core Team of Ministry of Planning and International Cooperation (MoPIC) in charge of facilitating the preparation of FYDP-2. He/she will liaise closely with other relevant institutions, including Ministry of Finance.
GENERAL FUNCTIONS
The consultant will perform the following tasks: Support the literature review by: Reviewing existing initiatives, plans, strategies, analysis and assessments by government and development partners Consolidate the gap assessment findings from district prioritization process and sector strategic plans Ensuring the consultation conclusions feed into the FYDP-2
Research and advice on the longer term options for pro-poor economic growth building on international best practices such as the MDGs and PRSP framework.
Prepare the zero draft of the FYDP-2 and present it to the Government, Development Partners, UN Agencies and INGOs and civil society organizations
Prepare the Monitoring and Evaluation framework (M&E) for FYDP-2
Prepare the costing of the FYDP-2
Prepare the final draft of the FYDP-2 based on the comments received from different stakeholders.
Monitoring and Progress Controls Monitoring will be carried out by the SIDP Project Manager and the Development Planning Team Leader. Reporting by the Consultant indicating progress on project as per the TORs and operational work plan

ESSENTIAL EXPERIENCE Education Master’s Degree – MA/MSc in a relevant field (Any Social Science, Development or any relevant field)
Experience At least 7 years of experience in national development planning and monitoring and evaluation. Experience in post-conflict settings and fragile states is an advantage Experience with the preparation of PRSP is a significant asset Experience liaising with senior leaders
