II. Organizational Context
UNODC Regional Office for Eastern Africa (ROEA) covers 13 countries, namely: Burundi, Comoros, Djibouti, Eritrea, Ethiopia, Kenya, Madagascar, Mauritius, Rwanda, Seychelles, Somalia, Tanzania and Uganda.
Under the Piracy Prisoner Transfer Programme (PPTP), UNODC has identified the need to support the Somali criminal justice system and capacities of the region to address piracy through delivering/rehabilitating prison facilities. This will both enhance Somalia’s capacities to house convicted pirates and strengthen the overall criminal justice structure under the newly democratically elected Government. The Programme will be implemented through the UNODC Regional Office in East Africa.
Under the direct supervision of the UNODC Programme Officer (and coordinator of the Piracy Prisoner Transfer Programme (PPTP),) and the overall supervision of the UNODC Regional Coordinator for Counter-Piracy Programme (CPP), the Civil Engineer (National) will be responsible for construction tasks and design work required to ensure timely, cost effective and quality delivery of projects. The post is located in Mandera, Somaliland with constant travel to other regions of Somalia. The incumbent will ensure the implementation of construction works and the maintenance of project related documentation. In addition, the Civil Engineer (National) will also provide the UNODC PPTP with an insight on the performance of the construction works as well as make recommendations on the improvement of its execution.
III. Functions / Key Results Expected

- Ensures implementation of construction works focusing on achievement of the following results:
Design documents for incorporation into ITBs and subsequent construction contracts, including:
• Producing plans of works to identify all timelines for the implementation of the construction.
• Producing structural and civil engineering design reports.
• Liaising with recipient (end users) and other government agencies and key stake holders as instructed.
• Identifying required building standards and specifications to support engineering works • Providing technical support to project procurement and finance specialists.
• Carrying out other tasks as assigned by the Programme Officer, PPTP.
• Producing plans of works to identify all timelines for the implementation of the construction.
• Producing structural and civil engineering design reports.
• Liaising with recipient (end users) and other government agencies and key stake holders as instructed.
• Identifying required building standards and specifications to support engineering works • Providing technical support to project procurement and finance specialists.
• Carrying out other tasks as assigned by the Programme Officer, PPTP.
Preparing project implementation plans / review and advice on plans submitted by others. Ensuring works are carried out in full compliance with contracts, specifications and drawings. Contributing to bid documentation and participate in subsequent bid analysis. Undertaking measurement of site works in support of contractor payment requests. Preparing reports, as required by the Programme Officer, PPTP . Overseeing technical aspects of contracts and providing required guidance to contractors Preparing meeting agendas with contractors and preparing project coordination meeting minutes and contractor meeting minutes for approval. Issuing meeting minutes and all other documentation to relevant government agencies, as required by the Programme Officer, PPTP. Evaluating and contributing to design and structural details. Creating specifications of materials and standards for the construction of infrastructure. Assisting in the supervision of external engineering consultants commissioned to support designs works for construction. Preparing and/or check Bills of Quantities of engineering design for infrastructure works. Ensuring enforcement of Operational Health & Safety standards, and other relevant standards. Site monitoring and oversight of assigned implementation works.
2. Ensures the maintenance of project related documentation, including:
Payment register; Variation register; Drawing register; Visitor register; Sample approval register; Concrete test register; Instruction to contractor register; Site safety inspection register and site diary; Photos and Progress and completion reports. Planning and documentation for future project, as requested by the supervisor, including activities such as: Estimations and evaluations; Producing Bill of Quantities / Specifications / Drawings; Surveys; Needs assessments; Design.
3. Ensure implementation of sourcing strategy focusing on achievement of the following results:
Assists in preparing bid documents and in managing the bid process for infrastructure projects and assessing quotations submitted by the contractors for carrying out variations; collect market rates regularly and prepare market rate analysis of all components of civil woks Development and management of the rosters of prequalified suppliers, elaboration of supplier selection and evaluation criteria, quality and performance measurement mechanisms
- Ensures facilitation of knowledge building and knowledge sharing in the Counter Piracy Programme focusing on achievement of the following results:
Participation in the organization of training for the operations/projects staff on civil works procurement. Synthesis of lessons learned and best practices in civil works procurement. Contributions to knowledge networks and communities of practice. Capacity building for Somali Ministry of Public Works Engineers when required.
IV. Impact of Results
The key results have an impact on the success of the Counter-Piracy programme within specific areas of cooperation. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.

VI. Recruitment Qualifications
Education:
Advanced university degree in Civil Engineering;

A first level university degree in Civil Engineering with seven years relevant qualifying work experience may be accepted in lieu of the advanced university degree.
Experience: Minimum of five years relevant experience with advance university degree or seven years of professional experience with a first level university degree.
