Tanzania Health Promotion Support, (THPS) is a local NGO established under nongovernmentalorganisation act No 24 Of 2002. It works in partnership with the Ministries of Health and Social Welfare in Tanzania (MoHSW) and Regional Administration and local government (PMORALG). THPS main goal is to ensure accessible high quality health care services to Tanzanian's through establishment and strengthening of comprehensive family focused HIV/AIDS Prevention, Care and Treatment services including PMTCT/early infant diagnosis, TB/HIV integration,; palliative care and adherence and psychosocial support. THPS commits itself to ensure health system challenges are adequately addressed to allow provision of quality health services beyond HIV and AIDS care. This is a continuation of the PEPFAR funded broader US Government HIV/AIDS initiatives through Centers for Disease Control Tanzania (CDC) in Tanzania currently under ICAP Columbia University support. THPS has been established as a part of partnership framework implementation plan between the USG and the Government of Tanzania which calls for an uninterrupted transition of PEPFAR funded HIV and AIDS programs into local entities.
THPS is currently seeking highly experienced, committed and motivated Tanzanian to fill the position
Reports to:Chief Operations Officer (COO)
Overall Job Function
The Finance Manager has overall responsibility to establish and maintain financial management procedures for the program. He is responsible in providing advice to the COO and Executive Director (ED) in all finance issues including> the compliance and adherence to THPS financial policies and procedures. He/She will support effective payments to all THPS clients and staff based in up- country offices.
Specific Duties and Responsibilities:
Develop and implement systems for proper management program finances as per the donor requirements Provide guidance and make sure that all financial transactions are recorded in accordance THPS Policies, and Procedures, and donor requirements.
Develop and maintain proper internal control procedures for all receipts and payments.
Provide training on financial policies and procedures to program staff and others as required from time to time. Participate and provide key inputs in all activities in the development of annual program budget
Prepare Monthly, Quarterly, Semi-annually and annually expenditure reports to assist in decision making of the management in their approved budget Utilization status .
Ensure timely financial reporting to donors and provide clarifications to be raised by donor agencies.
Assist the COO in addressing Cooperative Agreement (CA) related issues, ensuring that CA financial controls and system comply with donor requirements.
Oversee petty cash management, including a periodic physical cash count and reconciliation and accountability of any unexplained discrepancies.
Checks on all payment documents for complete documentation and availability of sufficient budget/funds before payment is effected
Monitors proper budget utilization as per the donors' rules and regulations in consultation with ICAPTanzania Deputy country Director Administration and Finance.
Manage all the staff salary records in collaboration with HR and make sure those records are up-to-date for statutory deductions and payment of salaries
Validate invoices and ensure timely and accurate payment of those expenses. Ensure timely reconciliation of cash and bank account.
Collect and file Program vehicle logs and prepare reimbursement invoices.
To assist COO and Executive Director (ED) to supervise all administrative activities of THPS .
Perform any other related finance technical assistance and administration as may be assigned by COO
Preferred Qualification and Experience
The candidate must hold Advanced Diploma in Accountancy, or Bachelor degree in Finance or Accounting, Business Administration, or Corporate Management with CPA or ACCA certificate
Masters degree in finance, Business administration accounting or corporate management will be an added advantage.
Minimum of five years working exp!3rience in senior level finance or accounting position.
Knowledge and Skills required.
Knowledge of donor funded project preferably USG financial policies and procedures.
Knowledge of finance, accounting, budgeting and cost control.
Skills in analyzing financial data and prepare financial reports.
Strong analytical skills in applying accounting principles and ensure that best practices are Observed. Ability to lead teams of multidisciplinary
Experience in strategic planning and execution.
Knowledge of automated financial and accounting reporting systems. Knowledge of federal and state financial regulations.
High integrity.
