CONSULTANCY TO DEVELOP A GIS BASED MONITORING AND EVALUATION MANAGEMENT INFORMATION SYSTEM INCLUDING AN INTERNAL COMMUNICATION SYSTEM for REMA, Kigali, Rwanda

1. The Rwanda Environment Management Authority (REMA) (hereinafter called ‘’Client”) has received funds from UNDP and intends to apply a portion of the funds to eligible payments under the contract for which this Request for Proposals is issued.

2. The Rwanda Environment Management Authority now solicits proposals to provide the following consulting services: Consultancy to Develop a GIS based Monitoring and Evaluation Management Information System including an Internal Communication System. More details on the services are provided in the Terms of Reference.

3. This Request for Proposal (RFP) is open to all interested consultancy firms fulfilling the requirements herein

4. A Consultant will be selected under a QCBS and procedures described in this RFP, in accordance with the Law on Public Procurement.

5. Interested Firms may pick the detailed RFP including Terms of Reference from REMA Head Office during working days starting from Thursday 05/04/2012 (07h00 till 17h00 every working Day) upon presentation of proof of payment of a non-refundable fee of 5000Frw to Account N° 120.00.46 of Rwanda Revenue Authority opened at the National Bank of Rwanda. 6. The deadline for submission of proposals is scheduled for 21/05/2012 at 13h30. Technical proposals will be opened in public on the same Day at 14h00 in REMA Conference room.
