United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) through United Nations Development Programme (UNDP) Tanzania invites applications from qualified Tanzanians to fill in the position of Programme Assistant for the Gender Equitable Local Development (GELD) Programme under UN WomenTanzania Country Office. The incumbent will be based in Morogoro, Tanzania, working under the GELD Programme Coordinator as direct supervisor and UN Women Deputy Representative as the institutional supervisor. The Programme Assistant will support the implementation of the GELD programme with the Morogoro Municipal Council through specific activities as per the Strategic Plan and the Municipal GELD Annual Work Plan.
SPECIFIC DUTIES AND RESPONSIBILITIES:
Support the GELD team to identify gender gaps in the Strategic Plan (SP) goals and targets for MKUKUTA priority sectors and develop Municipal Council local sector policies that address them, establish norms /standards for investments that target increased resource allocation according to women’s/girl’s specific needs that simultaneously meet MDG and MKUKUTA goals and targets of MKUKUTA priority sectors for sharing with Municipal Council stakeholders, organise training of Municipal council sector budget officers on gender budget and expenditure monitoring.
Provide inputs and documentation for activities related to implementation of two capital development projects-Water resource development and Morogoro Women Food Processors Trust. Monitoring trained lower level government and women group leaders in use of gender planning and budgeting skills in influencing resource allocation and targeting for women and girls needs by basing on SP goals and targets in their local areas.
Support Taskforce members in organising training of sector heads and councilors in use of tools, manuals and methodologies that addresses gender sensitive D by D complying with SP goals and targets.
Support Task Force members in organising training of a Municipal Gender Equality Budget Officers in the skills for gender budgeting and expenditure performance monitoring on amount of Municipal council investments allocated to address women/girls priorities, goals and targets including assessing benefit incidence and analysis for gender impact of plans and budget.
Support Task Force members to organise documentation and dissemination of lessons including organising experience sharing local workshops. Document best practices on gender mainstreaming in Municipal AWP and SP goals and Targets for sharing with GELD project Stakeholders.
ACADEMIC QUALIFICATIONS, EXPERIENCE AND SKILLS:
Minimum Bachelors degree in Economics, Public Administration, Rural Development or other relevant field. Gender or Women Studies an added advantage. At least three years of relevant experience in implementation and monitoring of development projects (results-based and rights-based programming), experience of working with local government an added advantage.
Knowledge and understanding of gender equality and development challenges in the local government context, good training and facilitation skills. Fluency in English and Kiswahili.
