Depending on professional background, experience and family situation, a competitive compensation and benefits package will be offered. The successful applicant will be offered a fixed-term appointment of one year duration limited to the Special Tribunal for Lebanon (STL).
This appointment and any subsequent extension(s) are subject to terms of the Tribunal’s mandate and/or the availability of the funds. The Special Tribunal for Lebanon is an international inter-governmental organization with its own independent legal identity and not a UN organization.
However, STL follows the UN common system for benefits and entitlements to its staff members. UN staff members may also serve on loan from their parent department/office, if selected.
RESPONSIBILITIES:
Under the overall supervision of the Legal Officer on Judicial Matters, the Associate Court Officer is responsible inter alia, for:
• receiving, recording, filing and approving documents submitted to the Registry;
• making all necessary arrangements for the court proceedings, including the provision of interpretation and technical services as required;
• on behalf of the Registrar or the Deputy Registrar, representing and performing the functions of Registry in all court proceedings, which include opening the hearing, preparing a procedural minutes summary, maintaining evidence and witness lists;
• handling of exhibits (in hard copy or electronic format);
• when required, answering questions from the Chamber and parties relating to Registry matters;
• providing advice on procedural matters if requested;
• supervising the Courtroom Clerk;
• keeping the Court Calendar of the Tribunal;
• assisting in the drafting and review of procedures and guidelines related to courtroom activities;
• traveling on short notice when required.
COMPETENCIES: Professionalism – Theoretical knowledge of, and ability to apply, legal principles, concepts and procedures and terminology for review, examination, and processing of a range of legal documents; familiarity with and experience in the use of varied legal research sources, including electronic sources; analytical skills as demonstrated through research and analysis of a range of legal issues and interpretation and application of international legislative instruments, and the ability to develop and present results/recommendations/opinions clearly and concisely (spoken and written); legal drafting skills and ability to draft well under pressure; demonstrated ability to apply sound legal judgment in the context of assignments given.
• Planning & Organizing - Identifies priority activities and assignments; allocates appropriate amount of time and resources for completing work; monitors and adjusts plans and actions as necessary; uses time efficiently.
• Communication – Excellent interpersonal and communication (spoken and written) skills.
• Technology Awareness – Fully proficient computer skills and ability to use relevant software applications, in particular, electronic court filing and records management software, information databases, internet/intranet services, library sources etc. Shows willingness to learn new technology, particularly advanced information technology for courtroom use and the filing of official court documents.
• Teamwork – Ability to establish and maintain effective working relationships with people of different national and cultural backgrounds with respect for diversity. Is willing to take on the tasks of others, as necessary and as can be reasonably expected in a small team with multiple tasks.
QUALIFICATIONS:
• Education: Advanced university degree in law or equivalent. A first level university degree in combination with qualifying experience may be accepted in lieu of an advanced university degree.
• Work Experience: At least two years of relevant and continuous professional experience (four if no advanced degree), of which at least one in courtroom proceedings in criminal cases. Experience in an international or hybrid criminal tribunal, particularly in the Registry, is considered an asset, as well as experience with criminal cases involving witness protection and other measures to protect confidential evidence or information. Experience with the use of courtroom technology is considered an asset.
• Languages: Arabic, English and French are the official languages of the Special Tribunal for Lebanon. For this post, fluency in written and spoken English or French, and working knowledge of the other are highly desirable. Working knowledge of Arabic is a considered an asset.
