Position Description:
Tanzania Communications Regulatory Authority Consumer Consultative Council (TCRA-CCC) was established under Section 37 of the Tanzania Communications Regulatory Authority Act No. 12 of 2003 to advocate for the rights of consumers of electronic, broadcasting and postal services in Tanzania. The Council has been in existence for eight years and is gearing up for expansion of its consumer outreach advocacy programme countrywide. To support this strategy, the Council wishes to hire self motivated and innovative persons to fill the follow position:
Objective
· To provide leadership of staff, coordinate activities and run the office of TCRA Consumer Consultative Council.
Duties
The Executive Secretary is the Chief Executive of TCRA CCC and is responsible to the Council through its Chairperson, for the Council's administrative, legal and financial matters. In particular, he/she handles the following major duties:
· To manage the day to day affairs of the CCC Secretariat, be the spokesperson and represent the interest of Council wherever required to do so.
· To act as an Accounting Officer of the Council in all issues related to finance; specifically:
· Preparation of budget for approval by the Council;
· Collection of Council's finances from the Government, TCRA and other sources;
· Institutions relevant to the Council's activities and attend meetings of those institutions as required by the Council and inform the Council accordingly.
· Control of Council's expenditure in accordance with the approved budget;
· To provide administrative and supervisory role on day to day activities of the Council including:
· Managing staff, paying staff salaries and benefits, evaluating staff performance, reviewing of scheme of services and staff regulations and drafting of human resources plans; Managing and keeping in good custody all the Council's properties and finance; Advising on any issue that requires the Council's action, guidance or approval
· Ensuring that books of account are kept in accordance with acceptable Accounting Standards.
· To perform any other function as directed by the Council through its Chairman or Committee's Chairman.
· Reporting Relationship:
· The Executive Secretary will report to
· the Chairperson of the Council, but on matters delegated to Committees,
· He/she will be responsible to the Chairpersons of respective Committees.
Position Requirement
· To be Secretary to the Council; in particular
· To propose annual meetings programme for the Council's approval;
· To call for meetings with the approval of the Council Chairman;
· To take and act on minutes of all meetings of the Council and its Committees and ensure their safe custody.
· To liaise between Council members, TCRA, Government, Consumer Associations, Communication services providers, Trade Organizations and Unions, etc and take action as may be beneficial to the Council
· A minimum of master degree in law, business administration/management, ICT, Finance or Accounting. Computer literacy is obligatory.
· A minimum of four years work experience.
· Must be proactive, self motivated, analytical, a good communicator and well versed with government policies covering the communications sector
