Background:
The United Nations Volunteers (UNV) Programme is the UN organization that promotes volunteerism to support peace and development worldwide. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers. In all assignments, UNV volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as bridge the gap between themselves and the people in their host community. UNV Office in Tanzania seeks to recruit a National UNV to work as Coordinator for the project titled: “Response to the Social and Livelihood Needs for HIV/AIDS Prevention in East Africa”. The project will be directly implemented by the United Nations Office for Drugs and Crimes (UNODC), Zanzibar. The incumbent will be based in Zanzibar, reporting to the Director of Drug Abuse in Zanzibar as primary supervisor, and to the Regional Representative of UNODC Nairobi as Secondary Reporting Officer.
Some of the duties and responsibilities:
• Monitor and keep abreast of the poverty-related drug use, in particular injecting drug use and related HIV situation in Tanzania ((Mainland and Zanzibar), and develop and maintain a knowledge base. Assess the needs of relevant Government entities, NGOs and CBOs and make recommendations on how to strengthen their capacities to pursue drug use and HIV prevention and drug dependence treatment and HIV care.
• Implement the project activities (incl. procurement) in line with the project document and the
Annual Project work plan, and in line with UN financial rules and regulations, provide technical assistance and guidance to government entities and NGOs participating in the Project.
• Prepare periodic project activity, progress and status reports (incl. project performance and
Evaluation reports), budgets and work plans as stipulated in the project document and in line with UNODC Requirements, prepare financial reports and budget revisions in line with UNODC requirements, organize project evaluation in line with UNODC policies and procedures, undertake, if needed, field missions to provide assistance at project activity sites
Qualifications/Requirements:
• A University Degree in a development related field. A minimum of 3 years of practical experience preferably in programming in the field of community mobilization, community empowerment including sustainable livelihoods project related work and in project management and technical cooperation related to drug use prevention and drug dependence treatment and HIV issues. Experience in Public Health related work e.g. HIV, TB, Drug use would be considered an added advantage.
• Sound knowledge of drug control issues with experience of working with Government, NGOs and CBOs. Good computer, presentations and communication skills, fluency in spoken and written English and Swahili essential. Additional languages an asset.
