Attracting and retaining health workers and competent management is critical to solving the massive public health issues in this region. Staffing:
Recruitment and registration of local and internal health workers and managers to work in permanent or volunteer posts in government and NGO facilities.
Recruitment is supported by creative award-winning marketing campaigns involving local and international advertising, conference attendance and media promotions, as well as tapping a growing social network through online portals, alumni and a massive health worker and manager database.
Workforce Support:
Orientation and ongoing support for public sector health workers, with a focus on rural areas.
Orientation includes clinical, cultural and logistical support. Health worker support is aligned with government policies and NGO programme commitments, and focuses on improving retention through continued professional development, troubleshooting critical retention issues, and working to fix the systems that are creating recurring issues that impact on retention.
Consulting and Advocacy:
Helping governments, regulatory bodies and civil society institutions to make themselves competitive in attracting scarce and mobile health worker and manager resources.
This includes understanding the drivers of career choice, translating policy into practice and providing on-the-ground resources to help identify and unblock bottlenecks.

- Analysis and reporting of data from the District Health Information System on Primary Health Care service delivery
- Process Paperwork
- Review departmental progress and policies and strengthen policy review process for PHC, and District Health System (e.g. white paper on transformation (Ch. 2) needs review, particularly its relevance in context of Primary Health Care re-engineering)
- Edit and develop documents for professional finish
- Drafting documents including proposals, reports and concepts
- Reporting – consolidate provincial and district reports, make amendments and present final reports
Contribute to skills transfer and capacity development
• Technical
- Perform policy relevant reviews and analysis to ensure consistency with constitutional and applicable legislative norms and standards
- Support managers in the integrated health planning and district performance review processes such as District Health Plan and health expenditure review and recommend appropriate action
- Identify best practices in programme integration
- Support in the production and analysis of quarterly performance reviews
• Support and advise managers in the NDoH to ensure their efforts on PHC re-engineering and health system strengthening are line with districts
• and sub districts needs
- Monitor and evaluate programmes that are implemented in the provinces and districts and recommend remedial actions
- Support the Monitoring and Evaluation systems for the districts in the provinces
- Develop and maintain relationships with all relevant stakeholders through identification and unblocking bottlenecks that may occur between head office and the provinces and districts. Normally these bottle-necks are at the heart of poor performance by the health system
- Assist the districts in the implementation of the key policy priorities, and alert both National Department of Health and Provincial Department of Health if there is a need for intervention.
