Responsibilities
Under the overall authority of the Deputy Special Representative of the Secretary-General (Rule of Law), and under the direct supervision of the Director of the United Nations Joint Human Rights Office (UNJHRO), and with the substantive support and general policy guidance of the Office of the High Commissioner for Human Rights, the Deputy Director (Chief) of the United Nations Joint Human Rights Office (UNJHRO) which is composed of the Human Rights component of MONUSCO and the Office of the High Commissioner for Human Rights (OHCHR) in the DRC, will be responsible for the following main functions:
Coordinate, supervise and ensure adequate conduct of human rights monitoring activities by the human rights component in compliance with UN methodology and relevant to the observance of the international human rights and humanitarian law in the mission area;
Devise advocacy strategies, advocate and advise relevant authorities including Governmental officials, UN country team, and MONUSCO senior management on strategies to better protect and promote human rights, mechanisms to stop impunity, ensuring better protection of civilians in armed conflict, and redress for human rights violations;
Establish and maintain contact with national authorities, civil society, UN actors and bodies, and other relevant partners, to inform on the human rights situation in the mission area and advice on strategic and policy issues to better protect and promote human rights;
Provide substantive coordination and management oversight to the UNJHRO's 19 field offices and sub-offices, ensuring a link between field operations, and the strategic direction and results targeted by the UNJHRO, including in its results-based work-plan;
Ensure information on human rights situation in the mission area is readily available for decision making, strategy and policy setting; Provide strategic advice on the provision of support to the Congolese legal system in combating impunity for serious violations of human rights and humanitarian law;
Coordinate and lead advocacy with relevant Congolese authorities on their compliance with international human rights instruments, including on the implementation of human rights recommendations by the UN;
Provide strategic guidance to initiatives to strengthen the response to systematic and/or emerging patterns of human rights violations and abuses;
Provide strategic guidance to multidisciplinary teams in the conduct of investigations of human rights and international humanitarian law violations in compliance with UN standards;
Review, as appropriate, a variety of reports and ensure quality standards are met with regard to reporting, including the issuance of public reports in accordance with the current policy directives and guidance on public reporting by peace missions;
Advise on appropriate policies and strategies to better promote and protect human rights in the mission area, including for peace processes;
Provide strategic guidance on the mainstreaming of human rights in the activities of UN the peace mission and the United Nations Country Team and advocate for the integration of human rights in these programmes;
Advise senior management and contribute to the integration of human rights in the protection of civilians (PoC), which is MONUSCO's first mandated priority, including the effective representation and participation of the UNJHRO in decision-making bodies (Strategic Management Group on Protection) and field efforts on PoC, including Joint Protection Teams;
Develop procedures and policies for the effective cooperation with other components of the UN peace mission, including with the police and military, and for the integration of human rights and supervise their implementation;
Provide strategic guidance on capacity building strategies, including for the alignment of legislative and rule of law reforms with international human rights norms and for the State to meet international human rights law obligations;
Provide guidance to the Office's support to Congolese authorities in their planning and overseeing of activities relating to the implementation and follow-up of recommendations by Treaty Bodies, Special Procedures and other mechanisms of the UN Human Rights Council;
Oversee the planning of human rights training programmes for national officials, representatives of the civil society, human rights non-governmental organizations (NGOs) and other national stakeholders;
Oversee the coordination of and participate as necessary in fund raising activities and ensure the appropriate management of technical cooperation projects; Provide strategic guidance to the UNJHRO's strategies for the establishment of transitional justice processes and the set up of accountability and reparations mechanisms, in cooperation with relevant UN and non-UN actors, as appropriate; and
Advise UN and national authorities on the establishment of a vetting framework and implementation mechanisms in the DRC; Oversee the maintenance of a database of human rights cases, monitor access rights at regional field level, evaluate quality of data in compliance with established standards;
Contribute to the integration of gender perspectives/considerations and specific women/girls' rights issues in all activities, programmes and strategies, and oversee UNJHRO's engagement in combating impunity for sexual violence under a UN-wide multi-sector strategy;
Monitor compliance of the activities of the UN human rights component with appropriate UN policy directives and methodology; Ensure cooperation and appropriate communication with OHCHR in the set up of policies and sharing of best practices, especially during establishment and handover of a mission; Represent the human rights component in decision-making fora;
Establish and maintain effective working relationships with other UN and non-UN actors, national authorities, donors and other stakeholders for effective policy coordination; Design and coordinate the implementation of the human rights work plan; evaluate its impact;
Serve as team leader with responsibility for carrying out, in consultation with the Chief of the Human Rights component, work coordination and administrative functions relating to staffing, planning and budgeting; Devise training needs assessments and training strategies for new or junior staff and monitor their implementation; Perform other related duties as required.

QUALIFICATIONS
Education Advanced University Degree (Masters or equivalent), preferably in law, political science, international relations or other disciplines related to human rights. A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
Work Experience At least 10 years of progressively responsible experience in field and headquarters locations at national and international levels in the human rights field, including in the cause and resolution of human rights conflicts in accordance with international standards is required. Previous experience in UN peace mission is highly desirable.
Languages Fluency in oral and written French and English is required.
Other Skills A valid driver's license and experience driving a vehicle with manual transmission is required.
