General information
The Governance and Institutional Development Division (GIDD) is one of the major Secretariat Divisions responsible for managing the Commonwealth Fund for Technical Cooperation (CFTC). It executes the Secretariat’s mandate on public sector development.
GIDD’s work covers the full spectrum of public policy, management, and administration. Its role is to provide advice and technical cooperation in capacity and institutional development. It aims to facilitate reforms of public sector related governance, so helping to bring about effective democratic public authority that delivers development, including political stability and economic growth.
The Division works in collaboration with other divisions and external partners to provide assistance across a wide range of development issues to meet the specific needs of member countries in a diverse, complex, and rapidly changing environment.
Within GIDD, the Regional Programmes Group is responsible for programme development and management in the developing member countries of the Commonwealth.
Job summary
The Programme Officer is responsible for the management of the Programme activities within their regional desk. He/She will co-ordinate programmes and projects undertaken within the desk through providing technical, administrative, financial and logistical management.
Task description
The post holder:
- In collaboration with Regional Advisers, provides project management in the development, design and delivery of relevant technical co-operation, training and advisory programmes, including strategic response activities, to meet identified needs of member countries as well as capacity development requirements of national and regional institutions;
- Provides advice to, and collaborates with, Advisers in preparing, managing and updating project budgets, contracts/funding agreements and arrangements with partner institutions;
- Provides advice and guidance to delivery partners and external funding agencies on financial disbursements and reporting to meet Secretariat procedures and audit requirements;
- Is responsible for commitment control, budget planning and management, financial disbursements and signatory for payments; including the review and preparation of project and financial reports, maintaining the divisional financial database and preparing statistical information for decision making;
- Assists in the development and implementation of monitoring and evaluation systems.
- Coordinates marketing and announcements of group training programmes, preparation of initial shortlists and oversees the issuance of training award letters within set time frames; participates in the recruitment process for technical assistance projects;
- As appropriate, in consultation with the Regional Advisers, manages and co-ordinates Commonwealth third country training programmes and monitors donor government’s contributions;
- Assists in the development and implementation of results based management (RBM) processes for programmes and projects, including monitoring, evaluation and reporting;
- Provides input to the strategic development and operational functioning of the Division;
- Undertakes field visits for the development, implementation and delivery of projects;
- Participates in regular professional development training to support the activities of the Division;
- Undertakes other relevant duties as identified by the Director, Head of Regional Programmes Group, Regional Advisers, GIDD.
Person Specification
Education:- First degree in Public Administration, Development Studies, Business Management or any relevant Social Science discipline.
- Desirable: Post graduate qualification in relevant field.
- Minimum of five years working experience in project management as part of international development assistance.
- Minimum of two years working on the governance agenda in international development.
- Good knowledge of the contemporary development and public administration issues as they affect the Caribbean region.
- Experience of working in a Commonwealth developing country.
- Experience in setting up or supporting on-line forums, for example communities of practice
- Experience in developing monitoring and evaluation systems.
