Danish Refugee Council (DRC) is a private, independent humanitarian organisation working to provide durable solutions and promoting human security. In Uganda, DRC/DDG works in the north, north-western and north-eastern regions in a range of emergency and development support for the communities in need.
In Karamoja DRC has been implementing Community Safety project since 2010 with an aim of reducing armed violence in the region. DRC is looking to implement a range of livelihoods activities including short term cash and food based interventions to a longer term resilience building interventions such as micro-credit schemes and other income generating activities.
RESPONSIBILITIES
The Livelihoods Project Manager manages all aspects of livelihoods support project including cash and food transfer assistance in Karamoja. Furthermore, s/he has financial and administrative responsibility for the project and is also responsible for the planning and implementation of adequate security precautions in the project area to ensure the safety of all staff and assets.
The position includes the following specific responsibilities:
a) Management
• Management, operational oversight, coordination and implementation of the livelihoods project in Karamoja • Support and supervision of national staff; this position will involve identification, recruitment and development of the national staff.
b) Project Implementation
• Oversee implementation of Livelihood support project in Karamoja. • Supervise a proper and timely implementation of all projects according to agreed policies and donor requirements • Prepare annual/project action plans for the project in accordance with annual planning cycle; • Ensure that a sound documentation including relevant beneficiary data is collected and that relevant assessments are conducted in the project area. • Ensure that a sound feedback system is in place in the project area so that beneficiaries have easy access to DRC
c) Reporting
• Provide regular internal and external reports and other relevant information on general policy matters and programme activities based on agreed formats and schedules; • Ensure donor requirements are met including production of reports in formats agreed with the donors and partners.
d) Finance and administration
• Responsible for budget monitoring, financial management and expenses control including compliance with minimum DRC/DDG and donor requirements and ensuring that the necessary systems are in place.
e) Representation/Coordination
• Maintain close and good working relations with all relevant stakeholders including relevant UN organisations, OPM, local authorities, line ministries, donors, NGOs, CBOs and other partners
f) Accountability
• Guided by the DRC Programme Handbook, continuously monitor and develop relevant accountability initiatives in the field as well as strengthening the effort to document the impact of DRC’s activities.
QUALIFICATIONS
• Minimum 4 years of International experience from humanitarian/development work including programme development and management responsibilities. Experience with management of community driven livelihoods projects preferred. • A Masters Degree in Development Studies, Social Sciences, International Relations, development studies or related subject • Previous experience in Karamoja is preferred and availability on a short notice is preferred • Demonstrated experience of managing finance, budget skills and logistics • Demonstrated experience of coordinating with national and local authorities • Proven ability in designing and implementing Monitoring & Evaluation frameworks • Strong training, mentoring and facilitation skills • Excellent writing skills in English • Demonstrable cultural sensitivity and security awareness • Diplomatic, patient and persistent • Fluency in written and spoken English

CONDITIONS
Duty station:
Moroto, Uganda with frequent travel to the field; The person must be prepared to live and work in the field, in isolated areas in an unstable security environment with limited recreational and social facilities.
Contract:
12 months - with possibilities for extension, subject to funding. This is a locally recruited expat position; salary negotiable; the position offers standard vacation and holiday benefits. Start date: As soon as possible
