Liaises with: PFO staff and Country HIV and AIDS Focal Points
Duration of Assignment: One year (1), with possibility of extension
General
The Liaison Officer (LO) will work under the overall guidance of the IRAPP Coordinator. The
LO will assist in strengthening the linkages with the National AIDS Commissions of the IGAD member states. He or she will promote IRAPP visibility in the member states and also advocate for funding the project from the donor community.
Duty Station
The liaison officer will be based at IRAPP Headquarters in Kampala, Uganda with frequent missions to IRAPP sites in the IGAD member states and if required, any other places.
Tasks
The liaison officer will be responsible for the following duties:
1. Ensure that all Country Focal Points (CFPs) have all pertinent IRAPP information and that the problems they encounter are known and resolved by the IRAPP management in a timely manner
2. Promote IRAPP in-country activities ( with implementation partners, inter-regional organizations, United Nations’ agencies, other external development partners and national HIV/AIDS programs);
3. Collaborate with the M&E coordinator to ensure that data, information and reports submitted by the CFPs come timely and satisfies the monitoring needs of IRAPP
4. Be responsible for the preparation of IRAPP information and communication products ( brochures, pamphlets, magazines, posters etc); periodical and meeting reports and disseminating them to partners;
5. In close collaboration with the IRAPP Country Focal Points, provide logistical arrangements and actively participate in the in-country IRAPP events; to among other things, disseminate IRAPP information products
6. Review all documents prepared by the PFO (Program Facilitation Office) for completeness and relevance before they are disseminated;
7. Ensure that PFO staff get the necessary documentation from relevant agencies in Uganda in a timely manner;
8. Assist the Coordinator in the drafting of adverts for vacancies/consultancies for PFO; and the drafting of contracts for the provision of goods and services to PFO
9. Assist the Coordinator in providing orientation for all new PFO staff
10. Participate in monitoring the implementation of the IRAPP programme in the member states
11. Provide assistance to NACs (National AIDS Commissions) and IPs (Implementing Partners) in preparation of IRAPP work-plans ensuring compliancy with IRAPP priorities and donor requirements.
12. Advocate for IRAPP visibility in the IGAD member states by liaising with CFPs to popularize the project among the key stakeholders in the member states
13. Through NACs, lobby member states to remove any barriers to IRAPP implementation that are identified during supervision and other fora
14. Identify potential funders; and with the collaboration of the Coordinator and the Program Manager, organize a donors’ conference for IRAPP
15. Perform any other duties as may be assigned by the IRAPP Coordinator
Knowledge, Skills and Experience
1. Experience in HIV/AIDS work with an International NGO or a Regional Economic Cooperation ;
2. Several years of work experience in administration or related field indispensable as well as solid knowledge of the Horn of Africa region;
3. Knowledge of the IGAD and its institutions and procedures would be a decisive advantage;
4. Nationality of one of the IGAD Member countries would be an advantage;
5. Computer literacy a must
6. Knowledge of French would be an advantage
7. Excellent communication skills (verbal and written); excellent drafting ability and analytical skills, in particular ability to draft papers in English clearly and concisely.
8. Self-motivated, ability and desire to work with a high degree of autonomy; personal commitment, efficiency, flexibility, drive for results, creative thinking and experience of working in a multi-cultural setting would be an advantage
