Key Duties
• Develop and implement a GOAL SS Fleet management policy with close liaison with the Logistics Coordinator and GOAL’s Global Fleet Manager.
• Design and implement a Vehicle Replacement plan having estimated the technical condition and lifespan of the fleet.
• Review / monitor spare parts stock management practices and procedures in terms of procurement of spare parts, identification of standard list of fast moving parts and adequate number that need to be in the stocks, capital parts that need to be stocked, and accountability and disposal of used / replaced spare parts.
• Check fuel consumption records at all sites for all vehicles and generators to ensure consumption levels are within acceptable limits. Flag up and investigate any abnormal fuel consumptions noted.
• Follow-up on site specific fuel and fleet reports, and generate the overall SS fleet report which is to be submitted to the Logistics Coordinator on a monthly basis in a timely manner.
• Assess the system of vehicle repair and maintenance as well as booking and allocation of vehicles to make sure the vehicles are maintained in a good, serviceable and safe condition. Liaise with the field mechanics to ensure that an accurate fleet service schedule is established and adhered to.
• Build the capacity of the fleet staff in their various roles through on the job training with the aim to developing knowledgeable, capable staff and efficient implementation of systems.
• Develop training plans, both for individual and site specific with concise, measurable indicators of improvement on fleet management. Make recommendations to Logistics Coordinator on field level training /staffing for the transport department
• Take on other duties as assigned when required and in consultation with the Logistics Coordinator
Requirements
Preferred:
• Minimum 3 years of Fleet Management experience with an International NGO, with 1 years experience at field level
• A degree in Fleet management, Logistics, Motor Vehicle Engineering or a related field (or proven experience with regards to Fleet Management.)
• Appropriate skills and experience in the capacity building and training of staff and of developing and implementing systems
• Knowledge of project management, vehicle management, communications systems, IT, procurement, stock control and management systems is of advantage
• Experience working in insecure environments and knowledge of security management systems and approaches for NGOs
• Ability and willingness to travel, including to insecure environments
• Strong computer skills in Microsoft packages, including Word, Excel, Power point and Outlook
• Ability to work under pressure and to pursue multiple tasks simultaneously (to a successful end)
• Ability to work on own initiative.
Desirable:
• Hands-on experience in areas such as repairing/maintaining vehicles. Computer and communications systems setup an advantage.
