POSITION DESCRIPTION
POSITION TITLE: Chief of Party/Deputy Chief of Party
LOCATION: Field-Based
UNIT: Environment Group, Clean Energy Team
REPORTS TO: TBD
PROGRAM SUMMARY:
Winrock International is seeking Chief of Party (COP) and Deputy Chief of Party (DCOP) candidates for upcoming donor-funded clean energy programs that will reduce and mitigate GHG emissions; increase the production, distribution and use of clean energy; improve the enabling environment for clean energy investments, including legal, policy and regulatory reform and institutional capacity building in the energy sector; and increase private sector capacity to invest in clean energy in East Africa.
Positions are contingent upon receipt of donor funding and approval.
ESSENTIAL RESPONSIBILITIES:
The COP/DCOP will be responsible and accountable for program and team management; provide overall technical leadership to achieve project objectives and results; recruit and supervise staff and local/international consultants; administer contract requirements; ensure financial oversight, budget management, and compliance with client procedures; manage partner and subcontractor relationships; monitor program indicators and evaluate program results; prepare work plans and reports on progress and results; and lead project relations with donor and stakeholders.
QUALIFICATIONS AND BACKGROUND:
Advanced degree in Business Management, Economics, Engineering, Environment, Policy and Planning, Finance, Law or other relevant field. Minimum ten (10) years experience managing and implementing donor-funded energy programs in developing countries. Required: experienced COP, DCOP, or Team Leader; work experience in Sub-Saharan Africa. Preferred: track record working with USAID; experience working in the East Africa region; experience managing regional programs. Must have proven expertise in one or more areas: off-grid and grid-connected renewable energy (RE) project development (hydropower, geothermal, solar PV, wind, biomass/ biogas/ biofuels); public private partnership development for RE projects; accessing energy project financing; legal, regulatory and policy reform; training and institutional capacity building; workforce/business/market development; utility management and operations; and rural energy access and integrating energy supply with productive uses. Strong communicator, both verbally and in writing, with clients, counterparts and staff.
