POSITION TITLE: Travel Assistant; FP-6; FSN-8
POSITION LOCATION: Chancery (FMC)
HOURS OF WORK: Full time; 40 hours /week
"The American Embassy is seeking for an individual for the position of Travel Assistant in the Financial Management Center."
Note: All applicants who are not family members of USG employees officially assigned to post and under Chief of Mission authority must be residing in country and have the required work and/or residency permits to be eligible for consideration.
BASIC FUNCTION OF POSITION
Assists travelers making travel arrangements to include making recommendations, consistent with all travel regulations and post guidance, about travel routes, lodging options, per diem allowances, mixed transport options, etc. Advises USG direct hire staff about their travel related entitlements and ensures that their travel authorizations conform to the regulations. Coordinates with the Travel Agent/Contractor and Customs & Shipping staff to ensure that travel related permissions/formalities (visas, medical, time, etc) are adhered to. Works with Travel Agent/Contractor to ensure that tickets are issued for properly approved travel authorizations. Maintains recordkeeping to support validation and research needs, with a focus on softcopy recordkeeping wherever possible. Working with relevant Management Section staff, maintains appropriate contacts with travel vendors. Coordinates with relevant staff to ensure that the travel needs of Mission visitors (including 100s of VIPs per year) are appropriately serviced.
In addition, with the introduction of the e-Travel system, which is linked to the financial accounting system (RFMS), this person will be responsible for maintaining the integrity of the interface between the systems, training all serviced Mission personnel on how to use the e-Travel system, helping set up and disable users, and, through SOPs, ensuring that USG and post policy are properly adhered to during the approval of travel authorizations and travel advances. Will also work with and support the Accounts Receivable Clerk to ensure that travel advances are collected in a timely manner

REQUIRED QUALIFICATIONS
NOTE: All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.
1. Education required: University degree in accounting, business administration, or finance is required.
2. Work Experience: Three years of progressively responsible experience in accounting, voucher examining, business management is required.
3. Language Requirement: Level IV English ability (fluent written, spoken and reading) is required.
4. Knowledge: Working knowledge of standard accounting policies and procedures regarding advances and accounting for advances, working knowledge of internal controls is required.
5. Skills: Must have the ability to:
- Interact with tact and diplomacy with all levels of Mission personnel
- Articulate complex issues both orally and in writing
- Interpret and apply technical regulations
- Work in a pressurized environment
- Meet deadlines
- Competently navigate around MS Word, MS Excel and MS Access
- Work independently on routine matters are required.
SELECTION PROCESS
When equally qualified, US Citizen Eligible Family Members (USEFMs) and U.S. Veterans are given preference. Therefore, it is essential that the candidate specifically address the required qualifications above in the application.
ADDITIONAL SELECTION CRITERIA
1. Management will consider nepotism/conflict of interest, budget, and visa status in determining successful candidacy.
2. Current employees serving a probationary period are not eligible to apply.
3. Current Ordinarily Resident employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report are not eligible to apply.
4. Currently employed US Citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their appointment.
5. Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment unless currently hired into a position with a When Actually Employed (WAE) work schedule.
