HelpAge International helps older people claim their rights, challenge discrimination and overcome poverty, so that they can lead dignified, secure, active and healthy lives. Our work in over 75 countries is strengthened through our global network of like-minded organisations - the only one of its kind in the world. HelpAge’s programme in DRC is designed to assist older people in the IDP camps in and around Goma or returning to their places of origin, by providing age-specific essential relief items, supporting other agencies to ensure that camp services including healthcare are age-appropriate, and supporting older people’s capacity to maintain livelihoods and contribute to community support. HelpAge would now also like to establish a longer-term programme of work in Eastern DRC in order to ensure the needs and capacities of older people continue to be integrated and improved in international assistance and government services.
As Programme Manager you will be responsible for the implementation, management, administration and the strategic direction and future development of HelpAge's programme in DRC. You will ensure that programme activities are coordinated with relevant authorities, UN agencies, and NGOs. You will be responsible for all staff management issues, financial management, developing HelpAge’s partnerships, and for the preparation of proposals and reports to donors.
The ideal candidate will have substantial experience of managing emergency programmes including managing staff in multicultural and multi functional teams, financial management and capacity development. Skilled in representation, networking and negotiation, they will have a proven ability to write high quality proposals, concept papers and reports, as well as technical and managerial competence in the design of needs assessments and impact monitoring. Fluent English and a good working knowledge of French are essential for this role, as it significant experience of work in insecure or highly sensitive political environments, preferably Africa.
