General functions:
Under the overall guidance of the Chief of Mission of the IOM Country Mission in Brussels, and under the direct supervision of the Administrative and Accounting Officer, the accountant will be responsible for carrying out administrative and accounting tasks of the IOM Brussels mission. In more specific, she/he will be responsible for the following duties:
- Assist in ensuring that IOM financial regulations are correctly applied on all financial transactions and that the mission’s financial transactions are entered into the IOM accounting system (SAP).
- Maintains financial records and monitor systems to record and reconcile expenditures, balances, payments and other data for day-to-day transactions.
- Check all payment requests and, following authorization, ensure relevant and timely payments to providers and partners, taking into consideration final reporting requirements.
- Perform Spot checks on travel expense claims after process in SAP before payment;
- Prepare electronic payments with Isabel programme.
- Assist the Administrative and Accounting Officer to prepare the monthly mission accounts. Follow up on accounts clearing and maintenance.
- Ensure proper and systematic filing of all validated vouchers and other accounting documents according to established standards.
- Accurately, register accounts receivables of the IOM Brussels mission from Donors, Migrants and Sponsors, and the reconciliate data with bank records;
- Provide assistance to Administrative and Accounting Officer in salary projectization and office costs in SAP;
- Maintains contacts with local banks and verifies accounts status, currency exchange and obtaining approval for payment clearance;;
- Assist in monitoring budget versus actual financial data in relation to the implementation of the Mission’s operational local activities, as assigned. Assist in the preparation of financial reports, collection and preparation of audit documentation for the Mission’s projects as and when required.
- Provide general support to the team in the absence of other colleagues in the Finance Department.
- Perform any other related duties as may be required.
Desirable Qualifications:
Education and Experience:
- Completion of secondary school and post-secondary degree in Accounting, Commerce, Business Administration or a related discipline. Bachelor Degree in Accounting/ Finance is an advantage;
- Several years of experience in accounting and/or financial reporting including familiarity with International Accounting Standards (IAS);
- Knowledge of EC financial rules and procedures is an asset.
Competencies:
- Ability to review a variety of data, identify and adjust data discrepancies;
- Excellent written and oral communication skills;
- Proven capacity to handle and prioritize work in an efficient and timely manner;
- A high level of computer literacy, in particular in Excel and computerized accounting systems. Knowledge of SAP is an asset;
- Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.
Languages:
- Very good command of English and French. Dutch is an asset.
