CARE is seeking a talented Regional Gender Program Advisor in East & Central Africa. The region is increasingly focusing on empowering women and girls as clearly articulated in its regional strategic framework that focuses on addressing four main interrelated drivers of poverty and vulnerability: poor governance, conflict, climate change and gender inequality. Out of the 20 Impact Groups (IGs) identified in the region, 13 are focused on women and girls & other IGs that are less directly focused on women and girls (either youth or OVCs) have specifically mentioned women and girls as a priority sub set population of the IG. CARE ECA Gender Program Advisor leads and fosters lasting change in Country Offices (COs) in ECA. S/he promotes such changes through consultation, negotiation, influencing, and direct support to CARE staff including, Assistant Country Directors for Program, regional technical advisory staff, CO program managers and PQ&L staff and CO program partners.
Primary Responsibilities:
· Strengthen CARE’s and partners’ capacities to plan, implement and monitor performance of programs with gender transformational strategies, which includes working with men as well as women, in line with CARE’s program approach characteristics; This TA is focusing primarily on Uganda and Burundi;
· Establish / strengthen existing learning platforms on gender & WEP amongst participating Cos of the CARE Norway / Norad funded WEP while establishing strong linkages with other relevant COs & CI members in the region and facilitating the regional learning agenda and knowledge management efforts in the region;
· Support ongoing gender analysis throughout the program cycle and ensure that program theories of change and strategies are addressing the underlying causes of women’s exclusion and marginalization;
· Represent CARE externally in relevant regional gender & WEP networks & support the development of relationships with key strategic partners in gender & WEP at regional level, particularly building on organizations, networks and coalitions that promote human rights, women’s empowerment, men’s engagement and other social movements for positive social change;
· Support relevant COs and regional level policy advocacy efforts on issues critical to women’s empowerment (e.g. women’s land rights, eradication of FGMs campaigns, etc);
· Contribute to resource development for gender programming.
Required Skills:
· Bachelor’s Degree in social sciences such as International development, foreign policy, public health, gender studies;
· 5-7 years of experience in international development;
· 5 years of experience in gender program initiatives such as gender training, facilitation, research and/or program implementation and evaluation;
· At least 2 years of experience working in East Africa;
· Fluency in French (spoken and reading) and English (written, reading and spoken);
· Extensive demonstrated conceptual and practical knowledge of gender issues, focusing on the analysis and understanding underlying causes of gender inequality, practice of promoting girls and women’s leadership and empowerment, behavior and social change processes for gender norms including masculinities and femininities, and integrating such practices into multi-sectoral programs;
· Strong capacities in working with men to analyze and address gender issues and plan men’s engagement strategies for women’s empowerment and gender equality;
· Effective communications skills and ability to network, build relationships and establish collaboration with different partners and agencies, ability to link with community activists and social movements;
· Strong interpersonal skills and ability to work in teams;
· Ability to work independently;
· Process facilitation skills, negotiation, influencing skills;
· Presentation skills; expository writing and speaking;
· Proposal development and writing skills on gender issues;
· Program assessment, design, monitoring and evaluation skills.
Desired Skills:
· Master’s Degree in Social sciences, preferably with academic emphasis in gender studies;
· Other formal training in gender studies, women’s studies or a research focus on issues related to the job;
· Experience in implementing and/or planning and evaluating gender in food security, household livelihoods, micro credit, or agriculture;
· Experience in implementing gender transformative programming with men and/or boys;
· Experience in facilitating, managing, or providing technical assistance to GBV prevention and / or response programs;
· Experience in working with social movements, community activism and advocacy;
· Experience from working in post-conflict settings.
